It will only be busted in decks that can repeatedly untap artifacts. As leslak pointed out, Filigree Sages untaps it. If you count the sages and a source that provides effectively UU in pips, you can infintely untap it. If you increase the total devotion from UUU to UUUU, you generate infinite blue mana.

Your points are well taken, for the most part. I agree that people are seeing too much of Nykthos, Shrine to Nyx's competitive potential reflected in this card, and premature calls for a ban are absurd at best. In standard the opportunity cost is too high, the mana cost is a bit slow, and it's an obvious tempo setback. This will be fun in EDH, but is almost completely negated by any given sweeper, where every other mana rock is not.

As far as this card is concerned, Nightveil Specter will let the Lotus tap for either UUU or BBB.
Maybe its just me, but I refer to the rules for Chroma over the rules for Devotion. As Devotion is just a tweaked version of Chroma, but the rules page for Chroma immediately calls out hybrid cards and how you only count once for each of these 'pips'. Also just that Chroma is a better mechanic overall as it doesn't limit design space to just the battlefield.
To really understand Devotion, its Chroma 99% of the time, for the 1% when regarding the Gods its actually Threshold.

This seems too slow for a lot of Standard decks. Your aggro GR decks want the game over by turn 4-6. Doom Foretold decks won't have a ton of Devotion on the table. UW control taking turn 4 off to get maybe UW, or UUUW if they have Teferi and Brazen Borrower?
This card seems like it will strain Pioneer, maybe and it's another absurd rock for Commander, where it's trivial to build competitive-minded decks.

as someone still sitting on a pile of Paradox Engine since the days when i had one in almost any EDH deck, if you spike a tournament with Paradox Engine and put it to where i can make my money back, you're my new best friend
to the people calling it bad, no. it's not good enough for Standard, Modern, Legacy, Vintage, it's up in the air for Pioneer. but 1 and 2 color EDH decks are going to loe it, especially in decks lacking green. 4 mana and untaps the next turn is not an issue in EDH. ETBT lands see play all the time, and even if it is not going in the decks at the top tables, any new hybrid of Nykthos and Gilded Lotus is a very welcome sight for a lot of people. coming in tapped is balanced by no activation cost, 3 activations and you come out ahead over Nykthos on mana. I need at least 1

And near useless after a board wipe on colored permanents, compare to Gilded Lotus, since Nyx Lotus relies on your devotion.
