I thought it was hinted that Happily Ever After would be a card to breath new life into mono-white in EDH... this can't be accomplished in a mono-white deck. Maybe I misunderstood.

Iirc it was linked to white and card draw in commander. So I'm guessing white can get "all players" draw card effect now. Maro has also said it was a minor thing.

Well if you play Kenrith you can actually play a 37 Plains mana base and still get there with W/x Hybrids so in a way it would be mono-white just a new version of 5c at the same time.
And/or your graveyard is interesting. You could have all of your artifacts, instants, sorceries, and planeswalkers in the yard and one niv mizzet reborn and that counts.

This could also work in a selesnya deck running Planewide Celebration for the 5 color citizen tokens. Might also be more doable in standard than a true 5 color deck because there’s plenty of ramp in green and planewide celebration can double as a way to gain a bunch of life to satisfy the “your lifetotal is greater than or equal to your starting life total” condition on this.

Just for clarification, if/then triggered abilities check conditions when they trigger to go on the stack as well as when they resolve. If the conditions arent met, the ability never triggers just the same as if the conditions are not met on resolution the ability fails. Scuttlemutt wouldn't be able to win the game for you on the stack, though it could save your win condition if it happened to be removed in response to, for example.

So does white officially have Howling Mine in its evergreen tool kit now or just as on-shot effects?
Will be interesting to see how this proceeds. With impulsive draw having been live for ~5 years, there's maybe one or two cards that I'd actually feel like putting in a deck. If the Ludevic mechanic were put on a white enchantment, I'd be interested, but as just a passive Howling Mine, even ignoring the upkeep delay, I don't like that level of passive drawing. The active part of Monarchy / Ludevic feels much better and punishes decks not playing creatures.

It depends. If we get more permanents with this kind of bad cantrip effect then I doubt it. If we get some decent cards or some additional ways to benefit from opponent drawing cards, like Smothering Tithe than more likely. I hope that the drawing effect isn't bound to the symmetrical life gain.

No, that wouldn't work. This is "intervening if" trigger -- if you don't satisfy the condition, it won't trigger.

It depends. If we get more permanents with this kind of bad cantrip effect then I doubt it. If we get some decent cards or some additional ways to benefit from opponent drawing cards, like Smothering Tithe than more likely. I hope that the drawing effect isn't bound to the symmetrical life gain.
