A type line only has so much room, and they just introduced the Noble type for nobility and royalty, so you'd better believe they were going to prioritize Noble for the King Arthur of Magic.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
I dig that it's a very politically-minded card, and I think there are shrewd players in the right local meta that could really make the king sing. I, however, find him really boring. I think I'd rather more 4-color legends than these "mono-to-cast, all-five-in-identity" cards.
They could have gone "special" and make the manacost 5 different hybrid manas , so this really hits hard as something special.
As it is, a pushed card, in a way to "ensure" people want it for Commander and thats pretty much all.
They did the mostly white creature with 5 colored abilities A LOT , so often in fact that it quickly becomes stupid, as this takes the color identity rule and slaps it in the face ; if you keep doing that, just remove the rule entirely, why use color identity at all, if you just do 5-color activated abilities all the time.
I'm kinda obsessed with this card already. It's my favorite of the set but they made it a buy a box. Thankfully buy a box cards are available in the premium boosters.
Therefore, In the name of God, Saint Michael and Saint George I give you the right to bear arms and the power to meet justice.

This slot is for new cards that are connected to the set but don't appear in Draft Boosters. () For Throne of Eldraine, this will be the Buy-a-Box card, the new cards from the Planeswalker Decks, and the new cards from the Brawl Decks
A wubrg costed card is unplayable in limited while you can use the others. This is really playable as a 4 color commander since you can completely forgot about a color.
I like them, as they can hit design space that full WUBRG really can't. For example, let's say someone wanted a WUBRG Elf legend. Now Elves are good at tapping for mana, but most only tap for G. A legend that grants "T: Add one mana of any color" to your Elves would be highly useful. But that's a bit wasted on a WUBRG legend, as by the time you cast that you don't really need color fixing anymore. However, what if the Elf legend cost 2G? To make the WUBRG part less of a gimme, the legend gives Elves you control "T: Add one mana of any color in this creature's color identity". Then not only do you have a commander that helps you color fix and ramp (they can tap for one mana of any color, helping you cast multicolor Elves), you also have a reward for playing Elves of all five colors.
Point is, making WUBRG legends actually cost WUBRG all the time puts constraints on what functional designs you can make. For starters, you can't make a legend that costs less than 5 mana. Not every commander wants a cmc of 5+. There's also the fact a solid WUBRG commander is harder to reliably cast. A monocolor or even colorless commander with WUBRG identity is easier to play, thanks to the option of a lower cmc and requiring fewer colors to play.
At any rate, these kinds of WUBRG legends are every bit as valid as "true" WUBRG legends.

I love this card, and it's design is pretty nice, but with so many 5 color designs recently, I feel it's been cheapened and makes me wonder what the point of running commanders in less colors when they keep making commanders that do what they do, but in all colors.

I reckon because you don't generally need 5 colors to do everything a deck might want to do? 2-3 colors will net you all the specific removal and answers, without having to either shell out for a massively expensive manabase or risk getting color-screwed.

Not to mention there are a ton of full WUBRG legends already:
And as of ELD, there will be seven "one and all" legends:
General Tazri: WUBRG legend for Allies.
Ramos, Dragon Engine: Flavor throwback to Mercadian Masques, served as a WUBRG commander for the Dragons deck.
Najeela, the Blade-Blossom: WUBRG legend for Warriors.
Sisay, Weatherlight Captain: WUBRG legend for the WUBRG Weatherlight crew.
Golos, Tireless Pilgrim: Tutors lands and helps mana fix.
Morophon, the Boundless: WUBRG legend for whatever tribe you please.
Kenrith, the Returned King: WUBRG King Arthur for Knights, Wizards, and all the other Arthurian goodness.
