But seriously, in a multiplayer game, you pass to the next player, activate it during their turn, and then you take the next turn after that; player 4 hates you.
It's fine that it exiles, otherwise you could just basically lock people out of the game, right?
A
B C
D
If D activates this, then C goes next instead of B, then when it goes to A, you'd re-use it and get C to go again, then you'd get a turn.
With the self-exile, B is at least going to get a turn, two turns later instead of immediately.
This has the potential to get really swingy. A player that has a strong board presence could be made to go next in turn order and essentially seal the game.
Also fits nicely into the "Embrace the Chaos" philosophy EDH holds dear.

The "Crazy One", playing casual magic and occasionally dipping his toes into regular play since 1994.
Currently focusing on Pre-Modern (Mono-Black Discard Control) and Modern (Azorious Control, Temur Rhinos).
Find me at the Wizard's Tower in Ottawa every second Saturday afternoons.
If you can copy this easily, you can switch between you and the player next or both players next to you to pretty much gain infinited turns, while the other players dont ever get a turn again.
So its either just an innocent fun card as a 1 time use, or its completely game breaking infinited turns (and the one guy left to you, which hopefully does nothing of importance or even teams up with you to kill anybody else, then dies to you).
Prototype Portal and Voltaic Servant (or Voltaic Key for one more mana) and lets you steal all the turns of the player sitting across from you for the low low price of 5 mana per turn.
What a perfect inclusion for Rakdos decks built to screw over "that guy" (you know who he is). Pairs well with Xantcha, Sleeper Agent, Captive Audience, etc.
Is this effect really that strong that it needs to etbt and cost 5?
Since this is not limited to Sorcery speed, in a 4-player Commander game, this could easily be seen as a way to skip the turn of up to two opponents. This sounds extremely strong. Hell, it probably ETBTs because otherwise if you manage to copy it once per turn during your turns, you can essentially turn the game into a 1v1.
Create copies with Prototype Portal and you can just keep bringing the game back to your own turn. That combo won't be fun in a 4+ player game, as one or more players are going to get locked out.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Create copies with Prototype Portal and you can just keep bringing the game back to your own turn. That combo won't be fun in a 4+ player game, as one or more players are going to get locked out.
Combos that end the game tend to be not fun for either or all the players, so thats not of concern if you are not into that kind of stuff.
The player you switch the turns with can at any point decide to stab you in the back, so its not that terrible, unless you have a partner in crime.
I see you being cute with the flavor text, Wizards of the Coast.
It's a time travel reference.
Well that and it's also a reference to Paradox Engine being recently banned in EDH / Commander.

I also first thought it reversed the phase order in turn like that Un-card...

It's a sneaky reference to paradox engine and you know it.
Is that even possible without actual time travel?
