This is incorrect.
Life loss is counted as the converted mana cost when the creature is in the graveyard, but is paid when the creature is on the battlefield. So like a current example is Platinum Emperion where you check and see to pay 8 life while it's in the graveyard, but then it comes into play and Reanimate then asks you to pay the 8 life and that is in that case not paid as the Emperion says your life total can not change. So with this Vilis, Broker of Blood Reanimate would see Vilis in the graveyard and say it will cost 8, then Vilis comes into play and you pay 8, Vilis sees this and you draw 8 cards.
edit: went back to finish reading and saw it's already addressed there though so my bad for an extra post. I could see this potentially being a reason to switch Legacy Reanimator back to UB from RB as this makes Force of Will cantrip and you will be doing Force fights to make your creature not eat a Swords. It's also sweet that your Thoughtseize is B they discard a nonland your your choice (or you dump another target to reanimate from your hand) and then you draw two cards, and fetchlands cantrip. Reanimator is going to be sweet and blue over red gives Show and Tell to give an out to gravehate.
This guy against Nekusar is painfully funny. Spiteful Visions if you want to do it yourself. Just make sure you can remove one of the pieces. It's like the Anti-Niv/Curiosity. lol

I'm having a hard time deciding which is the set targeted at format's outside of Standard. Horizons, or this.
Have those three cards out. Have Vilis die. Then effectively donate him to an opponent with Endless Whispers. When your opponent draws their first card of the turn, they lose 1 life because of Underworld Dreams, which because they lost life forces them to draw a card because of Vilis, which forces them to keep drawing cards and losing life, repeating ad nauseum because its not a "may" ability.
Snuff Out kills a creature and draws me 4 cards FOR FREE!
Ancient Tomb now becomes the most busted land ever.
And oh how I wish I had a Mana Crypt to fail flips on...
not sure if u get to set up draws with the whisperer. its an activated ability and the 2 life is part of the cost. so once you pay, it triggers this demon, so u draw 2 before u surveil 2.

Reanimate reads as the following
"Put target creature card from a graveyard onto the battlefield under your control. You lose life equal to its converted mana cost."
You do this in the order the card says to, so when you lose life, that will trigger Vilis because it's already been put onto the battlefield. This works the same way as the Madcap Experiment - Platinum Emperion combo does.
This... is probably *also* going to be banned in EDH.
The steps needed to turn this into the Griselbrand it CLEARLY wants to be are... minimal at most.

You are correct, but what I meant was it sets up your NEXT draws, as in subsequent to the first activation.
Also, Mana Vault to cast Not-Griz Daddy early and get another card on each upkeep thereafter.
The real question is how do I get my life total back up after dropping into mega dangerous territory with this guy? Because you know I'm gonna get risky with it.
I miss the days of super powerful demons requiring some sort of drawback to play or keep it.
The flavor just felt so much more on point.
These days they just feel like black angels. They’re all upside. Stronger cards for sure as this is another very powerful example.
In fairness, this does require you to lose life to draw cards, which is a similar "drawback" to all classically powerful black card draws. But yeah, this is a very easy one and since there are already so many black things that require you to pay life for things, this can quickly become just free cards on top of whatever the life payment was getting you.
This seems a good deal closer to Yawgmoth's Bargain or Griselbrand than it does to Razaketh. Wouldn't be shocked if this proves too strong and needs a ban.

And that is just a monoblack way of killing someone with Vilis. You could do far better by replacing Underworld Dreams with Nekusar, the Mindrazer and Endless Whispers with Harmless Offering and/or Donate.

While sometimes it could be problematic, I don't think his cost is prohibitive. I play a deck with Razaketh, the Foulblooded as commander, alongside Cabal Coffers, Nykthos, Shrine to Nyx, Crypt of Agadeem, Urborg, Tomb of Yawgmoth, Thespian's Stage, Vesuva and Black Market. It's not uncommon for me to end the game with a Torment of Hailfire for over a hundred.
The flavor just felt so much more on point.

Street Wraith cycle it to draw 3 cards. You can use ways to return it to the hand like Phyrexian Reclamation.
Tavern Swindler draw 3 for a chance to get back 6 life.
Unspeakable Symbol 3 life for a +1/+1 counter.
Another thing that will also work are cards and effect that make you lose life and gain it back.
Covenant of Blood, Corrupt, Consume Spirit, Blood-Chin Fanatic, Absorb Vis, Dark Nourishment, Blood Artist, Dread Presence, Essence Harvest for examples.
