Yes, a Jeskai flying legend! And as has been pointed out, a great commander for Feather, the Redeemed.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I believe this is happening, given the mothership article explaining the design of the set
So it looks like this is the "flying" legend for Jeskai. Sultai gets an etb commander (cool), Abzan gets tokens, Temur gets elementals, and Mardu gets aggro.
This is shaping up to be a fun set from the looks of it.
I am really hoping that the Abzan legend is another Saproling themed card so I can pump up my Ghave deck with more Sappy-Goodies.
wedge legendaries in a corset?
This will be the best core set in the history of core sets, maybe ever

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
I'm pretty sure I can find a spot for this one in my standard Jeskai Feather deck... May be as a 2-of just to have some extra redundancy with Feather.
If I open them in the packs, that is. I'm not sure I would spend wildcards on it, tbh.
to everyone complaining about the toughness of this creature and that it can get bolted, ask yourselves how often you see lightning bolt or other similar burn spells in commander? This is clearly a commander card, hence why they gave it to the Command zone to spoil. If you are gonna play it in Modern and stuff like that, sure, give him shroud or hexproof because he is gonna be an instant removal target.
