Snow being in every color is weird, unless we get some kind of 5c snow land. If we do, that alongside the new "Fetch any basic" card and the color fixing artifact could *maybe* make 5c snow work?
I'm not so sure. For it to be good in limited you'd need to reliably have snow lands in play to make it not a dead card. And you only get to play whatever snow lands you draft. And if you're playing white you're not likely prioritizing snow lands in draft like the UG players are.
Remember, in constructed decks, every basic land can be replaced with a snow basic without issue...
While true... in modern most decks *could* stuff a shock-that-is-a-mountain and fetch it with ease... but that still didn't get people running Chained to the Rocks.
I think the constraint of "you need to control a land that counts as a mountain" is less of a pain than "You need to control a land that counts as snow" in modern.
This is surprisingly good. In fact, it could make non-snow basic lands obsolete in Modern. Any sideboard with white in it is going to want a few of these.

Snow is 'in' every color, but it's only a draft archetype for UG. It has occasional touches, typically at rare, in other colors.
Ok, but my point was that the constructed playable snow cards are pretty widely dispersed across colors. This, the black wipe, Skred (Which isn't in this set but *is* the most played historical snow card), all are cards outside UG. Really, the only constructed playable UG snow cards are Ice-Fang Coatl and possibly Glacial Revelation? For snow to spawn a competitive archetype, with the cards we've seen so far, we need something like a 5c snow land. The new card that searches for any basic and Arcum's Astrolabe only do so much.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Even the decks that run Sacred Foundries in Modern and all the fetches to make them in-play reliably, don't run Chained to the Rocks, even in their sideboards. There's too much risk in this sort of card. Land or enchantment removal makes the creature come back and if that happens at instant speed that often results in a 'surprise blocker' too.

The difference between this and Chained to the Rocks is that it's a snow permanent for enabling snow cards. If a snow deck that runs white is good, this is also good.
In Bogles this would deal with problem creatures and add to the enchantment count but it wouldn't necessarily be the first enchantment on the list to get removed if your opponent draws a disenchant.
The design of this card is so boring... useless card for constructed. Who the hell will play this when you have Path to Exile? This has problems to cast (once request a snow land) and is fragile on the field. This really will se play in draft during 1 month... and will never ever see play again. Chained to The rocks, considering the existence of shock lands, is ten times better than this card.
I’m a Bogles player and this f****** aura pisses me off. This is garbage... and it’s a RARE! C'mon... give auras some love and respect!

No, it won’t be a good card for bogles. It’s a removal that has sorcery speed, that requests a ridiculous snow land and that can be destroyed. It’s total garbage compared to Path to Exile.

When it didn't have to be a snow land, it was called Chained to the Rocks, and it had to be a mountain.

Maybe a snow Birds of Paradise could work, too?
Run Snow-Covered Mountains and you can deliver a double dose of cheap exile.

So... No monowhite Radiant... At least it is quite good as a removal.
