They can't just make a card with a different name that does the exact same thing as a card on the reserved list. If its functionally similar/identical (ie: 1B: put a creature from your graveyard on top of your library) they aren't actually allowed to print it. They could change the activation cost, add an additional drawback (pay 1 life?) which would make it worse than the reserved list card and that would be fine, but they can't just straight up make an identical card, otherwise we'd have snow duals, or legendary duals that are essential ABU duals.

It's about time for the reserved list to die, for the sake of Vintage and Legacy (And Commander).
In addition to not having given a source, the OP has since deleted the post. Claimed that they did their job and would not realize their source. I'm 50/50 on it, since I can't find any issue with the card itself but the lack of source is concerning

Not really - he could very well have not wanted to get anyone (probably a friend or relative) in trouble.
But he could have private messaged the admin of the sub-reddit to confirm the source as legit, thus allowing the revealed card to remain up and the admin saying 'Yep, source is confirmed, card is real' instead of the poster cavalierly declaring that 'My Job it's done, i will not tell you where i got this! Deleting by myself!'
That's where I am hesitant. To me it seems childish and like someone trying to hide that they were caught in a lie.

One reason I would think this is a fake is simply due to the name "Hall of Heliod's Generosity" which is a mouth full - not very graceful as far as card names go - and the fact that the majority of cards in this set reference old border expansions. Theros is quite a recent set, and though it is the enchantment themed modern set, I feel like to go with Volrath's Stronghold and Academy Ruins, they'd be printing a land that referred to a place in Dominaria (yes, I know Volrath is on Rath, but the story lines are connected). It would make much more sense to print a land in this cycle that references Serra and her sanctum. Something like "Serra's Mausoleum".
It's on Mythicspoiler. In the 8 or 9 years I've been following spoiler season, I have never seen a card that was downright fake on there. A few times they've gotten the rarity/cost wrong due to poor image quality, but I've never seen an actual fake.
A lot of people are talking about it as if it is real. There is, as of yet, no source for the card. To that end I recommend not considering it to be real. If a source comes out and proves that it is indeed real, then great. With the technology available to people these days it is easy to make convincing fakes in a matter of minutes.
Again, not say that it is or is not real at this point. There is just not enough information to make a determination (i.e. no source)

If it wasn't for Kaya's Guile popping up or the Talisman flavor texts, I'd agree with you about the setting issue.
Yeah, Instants are a bit safer.
The only one that grants an extra turn is Nexus of Fate,
and that has built-in protection from this sort of recursion.
I guess Time Stop could be almost as oppressive,
but there are a number of infinite combo options once you reach 8-9 mana.
