Seems like we are getting a new world with ninjas since if I'm counting right they have 5 finger and not the kaladesh six and Vedalken are not on Kamigawa.

Vedalken Ninja? Well that's new. Pretty much confirms that not all Ninjas are from Kamigawa, and always nice to see Vedalkens branching out from their usual Wizards-Artificers sthick.
As for the card itself, pretty damn good. Giving the effect to all other Ninjas you control is very powerful, and becomes a major house when combined with that 1-mana Black Changeling. I've seen people brew Legacy Ninjas with Yuriko before, so wouldn't be surprised to see this seeing fringe Constructed play.
Did Umezawa teach some people about ninjas on Dominaria, then someone bright this knowledge to Kalasesh or something?

Neat card. Maybe now that we have two reasonable ninjas at 2 mana (and this one stack like a mug in multiples) that fringy blue deck can come to tier 3.

Did Umezawa teach some people about ninjas on Dominaria, then someone bright this knowledge to Kalasesh or something?
Vedalken exist on multiple worlds, and logically, so would ninjas.
We know Vedalken exist on both Ravnica and Kaladesh (and used to exist on the plane formerly known as Mirrodin, but like all races there, they were not native). This Ninja might be from whatever plane Nin, the Pain Artist is from, as she is neither from Kaladesh nor Ravnica.
Veldaken is a race, not a job class, and Ninja is a specific class type heavily related to a culture, unlike a “rogue”, which people on any plane could be. You can be a group of thieves loyal to a master, calling yourself a clan, but you’re NOT ninjas. Just like you can’t have knights and samurais on Tarkir, but you can have plenty of warriors. WotC will have to explain further on this.
If you want to fit this in one known plane just say it is on Ravnica lol
Like it could seriouly fit there as there are areas in the city that could potentialy fit the background (and that is the hardest = finding a place with small houses and the sky open and free of big towers)(and ironically the building style and lack of tall buildings is proabably the thing that excludes ravnica) we have veldaken there, and we have a UG group that its leader demonstred some expertise with ninja weapons. And i really hope is a new world, i kinda like when they introduce new worlds with cards and flavor cause really: when we will see more worlds? the multiverse is infinite and we only stick with less than 20 worlds.

And you conveniently and completely missed my point. My point being that as a race, vedalken, like the other races of MTG, would likely exist on multiple worlds. And logically, so would Ninja. Ninja, like other classes, is unlikely to be limited to just one world. Not every card we are shown in auxiliary sets (and core sets incidentally) take place on a world which we have visited, or have even heard of. It is not unlikely that somewhere in the multiverse there exists a world, possibly several worlds, on which there are both Vedalken and Ninja. Indeed, thinking otherwise is illogical.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Could be fun with Changelings in Modern as this would trigger card draw from them. Fun but probably not playable.
