I mean it's long been established that mana rocks at 2+untapped-and-usable-the-same-turn-as-played is faster than they want in standard unless the mana is limited in some way (like Pillar of Origins). I suppose they *could* have done this in a nonstandard supplemental like Commander and Battlebond and Conspiracy... but if their ideal was to have the full cycle be modern legal, and they thought that was too good for standard... this was literally their first opportunity.
I believe the GU Talisman is likely the only one with real Modern applications. Fits into Whir Prison color scheme, could possibly assist in an amalgamation of Green and Blue Tron lists.
Why are these cards in a Moderm focused product instead of a commander one?
Because this is a draft set and they decided the limited environment needed uncommon mana rocks, I'm guessing. This gave them the opportunity to complete an incomplete cycle, as they've decided to do with other cycles. I figure after years of Masters sets being filled with cards that serve no purpose other than to aid the limited format, we'd be past asking why this kind of card gets included.

Read the dailymtg post from today, it explains it quite well. Tl;dr: While it is primarily a Modern product, they want to cater towards other player groups too.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

They are a catering alot to commander in this product tough. Not complaining because im loving these cards.I just find it weird that it feels more catered to commander then Moderm. Maybe im underestimating some cards for modern?
I just don't think they particularly want any ten card cycle to have "five of them are modern legal and five aren't", whether there are competitive implications or not (I think that's part of the reason they felt they needed to modern-ize the five fetches they reprinted in Khans rather then just reprint the already-modern-legal five). If they're gonna complete the cycle, they might as well do it in a way that gives the entire cycle equivalent format legality.

Have we seen any allied color fixing in the set? This is the second cycle of enemy colored fixing. I'm pretty sure we aren't getting CipT allied snow lands at common, because those already exist. Snow storage lands would be spicy. Maybe the visions CipT fetches?
