Whenever you cast an instant or sorcery spell, put a verse counter on ~, then it deals damage equal to the number of verse counters on it to target player or planeswalker.

Cool in EDH, I just don't see its inclusion in Modern. The closest deck is the Phoenix deck, but is it really worth it to give your opponent 10 life? If the thing gets touched in any way, destroyed or boomeranged or flickered, you're in for a world of hurt. It's something you have to build around, with a skullcrack type effect or whatever, but I just don't see how it's worth it in Modern.

Well this is for you all that think tibalt is bad, new version tibalt is op with this (but sad it is not in standard). For commander: make a BR list and you have alot of effects to use with this.

Interesting. Yeah alternate win condition in Feather besides Aetherflux. Though giving your opponents 10 extra life can easily back fire lol. Incidental Death Shadow Counter lol.

Well, as a wincon off the sideboard you can do a lot worse against GDS, they have a hard time dealing with enchantments and this allows you to chain cantrips into lethal damage in no time.
Speaking of Rakdos, this curves really well with Tainted Remedy in Modern.

Risk taking is a red trait, so yes, we just haven't seen it done this way.
I applaud thinking outside of the box in card creation.
This might to be one of the *****tiest rares of the set. Don't like at all. Horrible card in limited and just not worth to play around the drawback in competitive. bah
Weird, it's a storm payoff card that wants to be played first rather than last. That might make it suboptimal when compared to other Storm wincons, as you'll need to set yourself up to play this while still having enough mana and spells left over to win with triggers.
But luckily even if you don't kill your opponent on the turn you play it, you can still pick up where you left off next turn, provided you get a next turn.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
This, Tainted Remedy and New Tibalt get my brewer juices going. You don't even need to run burn spells if things go right, all you need is this and a lot of draw power. Hell, you don't even need the full combo if your hand is the nuts with multiple Manamorphoses.
Kinda janky, but definitely a fun build-around-me that will probably span a whole deck around it. I like it.

This IS the dead Limited rare if I've ever seen one.
It's political upfront, and dangerous if left unchecked, risk taking isn't too far from red's behavior, so it's fitting.
