Well by reading the original quote it made it seem like you you could choose. I see how you could interpret it either way after re-reading it.

When hellbent, he just draws two. If you can only discard one card, you discard one. This card can be very aggressively played.
I wonder if this fits humans, i was pretty excited for Rix Maadi Reveler and this is much better.
The common wording for RedRummagingeffects is "Discard a card. If you do...", "T, discard a card:" or "As an additional cost to cast, discard..." - they are worded this way so you can't draw if you are unable to discard. Seasoned Pyromancer is different, in which if you discard only 1, or fail to discard because Pyromancer was the last card in your hand, he will still draw you two.

At worst it's 1RR for a 2/2 body that draws you 2 cards. You don't need to discard in order to draw two. That's very strong on it's own.

Nowhere on the card does it say you need to discard in order to draw. You just do what you can. It is the same as Rix Maadi Reveler.
EDIT: After reading the subsequent comments, I see where the confusion was created. The original comment was based on having 0 cards in hand. Even if you only have 1 card in hand, you discard that card and draw 2. But yes, if you have at least 2 cards in hand, you need to discard 2.

It was talking about in the case you don't have cards at all. The card doesn't say "Discard 2 cards. If you do, draw 2", but "Discard 2, then draw 2" which effectively means that you don't have to discard the card in order to draw with an empty hand, is pure card advantage in a way or another.

I immediately thought of trying this out in Red Prison and sometimes you just draw lands that you can't get rid of when you really want to. Being able to discard those lands and draw 2 cards that are (hopefully) something to work towards ending the game can potentially get you out of a tough spot. I am positive there are better uses for the card, but I don't play Red that often so I was just thinking of ways it would work in my one Red deck.
Certainly a strong card when you really break down everything it does.
The only downside is the discard is not a may so if you have 2 strong cards left you can't cast this unless you're willing to throw those 2 cards for 2 random draws. That could really make enough of a difference to stop this seeing much modern play.

Turn 1: Exile 2 Monkeys for RR, cast this, discarding 2 Stinkweed Imps, dredge them as your draws. Begin turn 1 with a minimum of 4 power on the board and a maximum 10 cards of fuel in your graveyard.
I know Dredge doesn't play Simian Spirit Guide, but I can see a new dredge deck forming around this.
It's strength is it's grindy ability to come from behind. If you are out of cards in hand, then it's a straight up draw two. Also has the ability to get cards into your graveyard. Can put 4 power onto the board, divided among three creatures. Or even late into the game provides additional two power, so 6 power all up in the card.
I was just watching a Legacy Red Prison deck, and I think this might have what it takes to be a member of that type of deck. It's just so grindy for a format that does a lot of one-for-one trading.

I meant you draw two even if you *can't* discard. You still get to draw 2 with an empty hand.
