Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Maybe I'm underrating this, but it does not feel like a Mythic to me.
I think you're underrating this. In topdeck mode it's a 2/2 for 3 with a Divination attached to it, while early in the game it's potentially a 4/4 split into three bodies that filters your draws. It even gives you two blockers for 5 when he dies. That's a fantastic rate for a simple rare if the set has a good amount of card filtering and graveyard interactions. Maybe not the splashiest Mythic, but still better in this spot than others we've seen in the past...
This is just a fun useful card. Does a bunch of things you want it to do. Does it feel more like a rare than a mythic? Maybe, but it's still a strong card that's a callback to a beloved card of the 2010s.
Could play very well with recursive stuff like bloodghast or madness stuff like fiery temper.
It's great when you drop him early to filter chaff or just draw into more gas, is great top deck because he can gum up the ground severely, can give you velocity to find other copies or bedlam reveler, gives additional utility from the yard if you need to block something big like angler in the late game.
Seems very mythic to me. He plays well with ETB decks, aristocrats, as a draw spell that had additional utility and a blocker, and more I probably can't see at first blush.

Why would you not have to discard. It says "discard 2 cards". Not may discard.

Try playing him with Paragon of Fierce Defiance and Hall of Triumph. Impact Tremors is a great curve into him.

I think the point being made here is that the Draw 2 cards is not contingent on first discarding two cards.
