Hmm, thats very nice. 2 for 2 on the table for 0 mana is very strong and the not your turn draw back is not that important on this card (I mean: Doing it in your oppeonts end step or before their card draw is typically the best time anyway).

No, 2 permanents. This card has 2 targets, which can be any combination of artifacts and/or enchantments. The forum had the exact same conversation around Finale of Devastation. The usage of "and/or" does not duplicate what the card does. When the game does do that, it will have a modular effect that makes its function very clear, such as with Hull Breach.

Not quite. It only destroys two. You get your choice of two artifacts, two enchantments, or one of each. To do what you want it would have to say 'Destroy up to two target artifacts and up to two target enchantments' which would be very pushed for a rare
