Hi, sorry if this has been public knowledge, but I couldn't find any info on this.
Apparently, the smaller boosters on MTG Arena do not always contain a Planeswalker, as opposed to paper Magic, where it is one of the selling points.
I just opened some myself and had a few packs without walkers.

On Arena packs there are only 2 uncommons, and there are 20 uncommon planeswalkers from 80 uncommon cards in War - and those 20 would be guaranteed at the expense of other uncommons (mostly).
So that way, you will be opening much more Dovins than their vetos
And as you've said, in the normal boosters there are guaranteed planeswalkers.
EDIT: I do not use detailed math, but:
Uncommon PWs: 20 of 80 uncommon total
Rare/Mythic PWs: 16 of 68 rare/mythic total
Chance that you haven't any PW in 8 card Arena pack: (80-20)/80 * (80-20)/80 * (68-16)/68 = ca 0,43
So, chance, that you open one or more PWs is 57%
In classical 15 card pack you have 100% guaranteed one PW, in Arena 8 card pack there is 57% chance.
8 cards per booster rather than 15. I would of been amazed if they had put a PW in every pack, hello The Vault!
On a side note; ranked up crazy fast last night by adding a common to my RDW: Heartfire.....it's nuts I tell ya!

I also got the 50 pack bundle and received:
1 Teyo, 3 The Wanderer, 2 Narset, 1 Jace, 1 Davriel, 4 Kasima, 4 Ob Nixilis, 2 Jaya, 1 Sarkhan, 1 Liliana (promo purchase), 1 Vivien, 2 Kaya, 1 Ral, 4 Angrath, 1 Samut, 3 Nahiri, 1 Nicol Bolas (and crafted 3 more for a Grixis deck...), 2 Huatli, 1 Kiora and...1 Karn.
So that's 35 or 36 Planeswalkers in 50 packs, if i counted correctly. No Teferi but I do not need him at the moment.
(I was admittedly super lucky as I opened a bunch of wildcards as well.)

There is no need of pws in the 8 cards boosters. There is need for then in the regular 15. They appear normal on draft boosters. As someone above said: the chances to open them in loose boosters (8 card packs) is equal or they apear in the same quantity as they should in real life.
Ye it may look bad now that the set is new and you want to put walkers in decks but it is better than if they were opened all the time cause the other cards would be “rarer” .
Did dominaria had a legendary in each 8 card booster?
Ok, we don't get a Walker in every pack, but therefore there is the chance of getting multiple Walkers in one pack (which isn't possible in paper packs). I managed to open a "god pack" with 3 Planeswalkers yesterday!

Ok, we don't get a Walker in every pack, but therefore there is the chance of getting multiple Walkers in one pack (which isn't possible in paper packs). I managed to open a "god pack" with 3 Planeswalkers yesterday!
The "therefore" here is incorrect. It could easily have been that the eight card packs are sampled from a 15-card pack and you'd get at most one planeswalker. It's hence good to get confirmation that's not the case and multiple planeswalkerrs are possible. Thanks.
