I imagine that gets pretty nuts in many Atraxa builds.
In limited though, you don't even need a PW out to get a fair creature. 4/4 trample for 5 is a fine base.
In Limited, the floor is high enough that you could probably consider first picking it in a lot of situations. Even having one planeswalker out when you play this gives you tremendous value.

That looks very good. I'm guessing you can have one or two walkers out before playing this, so it's a potential 10/10 trample for 5, which is...considerable.

So, with any Planeswalker on the Battlefield and this guy without any counters, is there a window during proliferate where the mutant sees the Planeswalker get the counter and becomes a proliferate target itself, or does it just get the 1 counter from it's ability?

If this doesn't have any counters on it for some reason when you proliferate, it won't gain the counters from its ability before you finish proliferating, but given that it enters with counters (and should get them when a new planeswalker enters the battlefield), you shouldn't be caught in an awkward position where you won't have any counters to proliferate unless you also don't have any planeswalkers out.

Ah, I had forgotten that Planeswalkers entering caused the addition of loyalty counters. Silly of me given that I've played enough EDH to know about the interaction with a certain green enchantment.
People have to remember that when a PW ETBs for you, you get the PW's starting loyalty in +1/+1 counters for the Hydra. That's kinda stupid with some of the high loyalty uncommon PWs.

Wow, pretty nice ability. Unfortunately, one can only have so much 5drops in his/her Atraxa deck.
This card would need some build around from the looks of it. It could fit a superfriends deck, but dilutes the combo potential with Deepglow Skate. So one needs to strike a balance between +1/+1 counters and planeswalkers. I currently run 4pw's, but for this card i would want to run more.
