As for the actual card, I think that this will make some waves in EDH and potentially Standard depending on whether a Planeswalker deck emerges from the metagame.

Fairly sure it’s just the statue. Given these seem to be leaks I’m guessing it’s “the war is over”. The statue fell a while ago, and it’s kind of weird timing for a party otherwise.

Killing their most popular characters and one of the things that makes Magic what it is would be silly. And we already know every living Planeswalker isn’t there as well, so it wouldn’t even make any sense. Not like Bolas dying would stop Walkers from sparking either.
We also have the Chandra comic which wouldn’t make sense with that context either. And just so many other holes.
But this is act 3, we don't know if there is act4, so it could very well be end of the battle on the ground when they defeat the army and take down the statue but bolas is still up in his citadel. So this card is boosting the ravnica armies morale.

As for most stories where the stakes are this high, it's not about whether the villain wins or loses, but about what the heroes need to go through to stop them. There was no way the Emperor would crush the Rebellion once and for all in Star Wars, or Sauron cover the whole Middle-Earth in darkness in LoTR, and yet they are amazing stories.

Like, I'd drop the 'gain 4 life' for a 'put a +1/+1 counter on target creature' so you can have more intricate setting up boards.
