But biggest question: Why is FEATHER any less than Mythic Rare ??

Rare only means there will be more Feathers for all at a lower cost, which given this cards ability, plus the fact it is Feather probably means she will be one of the more expensive rares in the set.
When it first comes out maybe. People will hype over it. After about 2 weeks it'll be $0.49 on cardkingdom

I don't understand why people are so excited for this card. It isn't that good of a card. Standard and Modern wont play this. Is it that good for commander? Did she have some sort of lore that people are all silly about?

Wasn't a complaint. Was an actual question. I don't follow the story but I didn't realize that meant I shouldn't talk about magic cards.....and wasn't sure why everyone was so excited for this is all. It isn't a good card in competitive magics. I don't play EDH so I figured that is where it was poised to be. I'm happy if you like the card lol *shrug*

Lets say I activate my Chaos Wand and my opponent flips a Giant Growth which I then successfully cast on one of my creatures. The Giant Growth would get exiled but I know it can't go back to my hand.
"400.3. If an object would go to any library, graveyard, or hand other than its owner's, it goes to its owner's corresponding zone."
So if the Giant Growth was supposed to go to my hand, does it then return to my opponents hand since it's their card or would it remain exiled?
Or maybe it doesn;t work with opponents spells since it says "instead of putting it into your graveyard"...?

You are correct, it wouldn't go to your own graveyard in the first place so this effect doesn't happen and the spell goes to your opponent's graveyard as usual.

For controlling a permanent it must enter the battlefield under your control:

110.2. A permanent's owner is the same as the owner of the card that represents it (unless it's a token; see rule 110.5a). A permanent's controller is, by default, the player under whose control it entered the battlefield. Every permanent has a controller.

Blazing Shoal would be exiled; Desperate Ritual would remain in your hand. Splicing only adds the spliced card's effects to the Arcane spell, it isn't actually casting a spell.

I just found Seismic Shift allows you to target your own creature which means it can be buyback by Feather's effect. So some land destruction could be an option.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

Is there enough here for a Cloudshift deck? Those are your engine cards, throw in Purphorus, God of the Forge to take life totals, Wall of Omens to draw? Cloudshift being your primary protection piece, run Eerie Interlude to get a big punch in to finish with Purphy? This is how I’ll play her in EDH, but feels like this like it has plenty of tools. Boros Charm??

It is possible just one copy of cloudshift isn't enough. You can't search or guarantee that you will draw it consistently. But there are multiple options in white. Purphoros is tutorable, too. Actually you can tutor it with sunforger. I think it's a sweet idea.
I was thinking about aetherflux reservoir and gaining a ton of life while using the cantrips and protection instants. But it has the same problem. How to get the reservoir out in time? Enlightened Tutor is one option. Another way could be to use the traditional life gain value cards in white and generate some Angel tokens but with which life gain source. Purphoros would be great, too.
I was thinking more towards eternal formats with the deck construction idea. Obviously you’d need redundancy in Singleton. otherworldly journey and the like are pretty good for this.
Personally, my favorite line of play so far is going to be Divergent Transformations on some of your own tokens and some threats across the table. Then do it again. And again. And again...

The two do not trigger.
The arcane spell will go back to your hand if a spliced onto effect also has a target that is a creature you control.

Not that great. You don't get the card back right away. Infinite mana plus infinite draw or something like Experimental Frenzy, that might do it.
Just the Shoal. Splicing doesn’t cause the card to go on the stack, you just have to reveal it.
