With Masters sets by the wayside for now and with the card being unfeasible to print in a Standard-level expansion simply because of what its text box would look like, I think this is going to be fuel for the people who have been speculating a "Pauper's Arsenal" product.

Masters sets have been put by the wayside, but they're definitely full-steam ahead on the "wacky draft" sets like Conspiracy and Battlebond. This could easily be reprinted in a set like that. It could also end up in a Commander deck easily.

Commander, yes, that's the obvious answer.
Whatever the case I think it must be a Constructed-only product as it's less than ideal to have to squint at any common in Limited.
Jokes aside, I could imagine a peasant masters deck.
Rhystic Study, Three visits, oubliette, goblin lore, burning inquiry, worldly tutor, enlightened tutor, mystical tutor, wasteland, maze of ith, manamorphose, BBE, shardless, strix, propaganda and more could all see possible reprints... plus possible rarity downgrades.
Heck, I made a sample peasant masters set in the custom set thread to see what one might look like.
While I don't think it's particularly likely, this type of thing might be doable.
Since it was already printed as a common, there is no reason to believe WotC would not upshift the rarity to Uncommon or even Rare in a set. It would still be legal in Pauper and would make more sense in a higher rarity slot in a newer set.
Also, the oracle text is very easy to follow, compared to the original text. "When Oubliette enters the battlefield, exile target creature and all Auras attached to it. Note the number and kind of counters that were on that creature.
When Oubliette leaves the battlefield, return that exiled card to the battlefield under its owner's control tapped with the noted number and kind of counters on it. If you do, return the other exiled cards to the battlefield under their owner's control attached to that permanent."
I'd buy into an arsenal type product or even boosters of 15 commons randomly assorted tbh. There is no law stating that all boosters have to have higher rarities if that's the sets gimmick. I don't even think they are married to the 15 cards per booster thing (box box stores used to have smaller boosters that didn't even guaranty a rare).
Now I think that heavily skews the consumers desire to spend a premium on that product because it comes with less perceived value. Full art / different style lands, special tokens, foil per pack, and masterpieces are all gimmicks they've used to push packs though and could easily make me bite on a handful of boosters.
You could even add an arena promo rider now that it's picking up steam. Chance to open free arena boosters or event entries in place of a token for example. That way people can get lucky and get a free entry into a standard draft or free standard boosters in arena.

I honestly think they should finally update it using phasing. Just have the creature and all auras on it remain phased as long as Oubliette remains on the battlefiel and have it phase back in tapped. That would keep the text/reminder text on it shorter all the while keeping the card fuctioning as its suppose to.

I'm pretty sure he is referring to Commander 19. I think that WotC got the memo that a) they need to step up their reprint game from C18 in order to justify the rising prices of Commander decks, and b) that there is a growing number of players in other formats like Pauper who can easily be served well through the Commander products by reprinting cards like Swat, Quirion Ranger, or Capsize. Oubilette would also be a fantastic reprint along the same lines. All of these cards are good enough to see play in Commander Pre-Cons and would make the Commander products more attractive to other audiences without driving secondary market pricing to insane levels.

I actually counted the lines once, and it's technically less wordy than Animate Dead.
In an interview to Gavin Verhey made by the Professor, he announced that Oubliette will be reprinted in an undisclosed "future set".
Maybe I'm just being a little more skeptical in my old age but what I heard at approximately the 3:30 mark was "There is a set we are thinking about putting it in." (Emphasis mine). That's not a lock by any means.
And more than likely Wizards would want to update the artwork and that is typically done a year out from release. So if it's not a lock at this point that means we probably won't see it until the end of 2020 at the earliest.
That said, I would love to see it reprinted and I'm excited about a lot of what was discussed in the interview but at the same time things move super slow so we'll see.

That would keep the text/reminder text on it shorter all the while keeping the card fuctioning as its suppose to.
Oubliette and the very similar Tawnos's Coffin actually hadwording that used phasing at one time, but it was changed to exile because although phasing seems to make sense, it changed the functionality of the cards. They specified that the targeted creature was "considered out of play" - i.e., not "in play" or "on the battlefield". This means that it leaves the "in-play zone"/battlefield, which means it should cause zone-change triggered abilities to trigger. Phasing doesn't do that.
It also introduced problems if Oubliette's leaves-the-battlefield ability was Stifled as if Oubliette used phasing, the creature would just phase in during its controller's next untap step, which is counterintuitive (if it's "out of play" and the ability returning it to play is countered, it should remain "out of play" forever).
Phasing also causes attached Equipment to phase out along with the creature, and that's not supposed to happen with Oubliette. Even though those things didn't exist when Oubliette was printed, they do now, and Wizards reverted to an exile wording in order to get it as close as possible to the original functionality.
Will be interesting to see how exactly R&D rework/reword the card to be functionally identical but not take several minutes for each player to decipher a wall of tiny text.
Have to imagine a reprint would utterly destroy the value of the card, at common sub $1 but the original printing should stay over $20 so it's not such a feel bad for people who spent $100+ on a playset.
Will be interesting to see how exactly R&D rework/reword the card to be functionally identical but not take several minutes for each player to decipher a wall of tiny text.
"When Dimensional Dungeon enters the battlefield, target creature phases out. That creature can't phase in for as long as Dimensional Dungeon is on the battlefield."
No Oblivion Ring-ish blink trick with this one, though.

Going to agree with this. As it would actually be the more elegant solution since phasing doesn't do ETB/LTB and tokens would still be fine if affected by this.
The suggestion for how it could work with phasing was suggested by WOTC in 2005 as:
When Oubliette comes into play, target creature phases out. That creature can’t phase in as long as Oubliette remains in play.
When Oubliette leaves play, the creature phases in tapped.
If the secondary effect is prevented, The affected creature still phases in because it is phased out, just at a later date instead of instantaneously. If it were to be updated like with Void Nothing's suggestion, all it would do is simply not force the creature to phase back in as soon as Oubliette left the field.
If you switch Oubliette to Phasing, then it will gain an additional ability - 502.15i When a permanent phases out, any local enchantments or Equipment attached to that permanent phase out at the same time. This alternate way of phasing out is known as phasing out "indirectly." An enchantment or Equipment that phased out indirectly won't phase in by itself, but instead phases in along with the card it's attached to.
Equipment will Phase Out with the Creature, in addition to Enchantments.

And that's exactly why Oubliette and Tawnos's Coffin can't make the targeted creature phase out, because Wizards would be giving those cards functionality they're not meant to have.

And that's exactly why Oubliette and Tawnos's Coffin can't make the targeted creature phase out, because Wizards would be giving those cards functionality they're not meant to have.
Coffin and Oubliette used to use phasing because it was actually simpler and more elegant.
The reasoning why it was changed back to the clunky wordfest? According to Mark L. Gottlieb, the writer of the article:
Oubliette and Tawnos's Coffin
Originally, these cards didn't phase creatures out. They were printed years before phasing was invented. Then, somewhere along the way, someone realized that using phasing was a concise, convenient way to mimic the (long, clunkily worded) functionality of these cards. The tricky part of Oubliette and Tawnos's Coffin isn't that they remove creatures from the game and return them to play later. The tricky part is that those creatures retain any enchantments and any counters on them. This is really hard to express, since it's the opposite of how any other zone-change effect works . . . except phasing. So hooray for shortcuts.
The problem is that phasing doesn't exactly mimic the functionality. What's different?
When a creature phases out, it won't trigger leaves-play effects. Based on these cards' wordings, it should.
When a creature phases in, it won't trigger comes-into-play effects. Based on these cards' wordings, it should.
When a creature phases in, it's treated as though it has haste. This rarely matters with Oubliette and Tawnos's Coffin since the creatures return to play tapped, but in case the creature becomes untapped, it shouldn't be able to attack or use abilities that turn.
When a creature phases out, any Equipment attached to it phases out too. Based on these cards' wordings, it shouldn't.
If Oubliette or Tawnos's Coffin leaves play and the phase-in effect is Stifled, the removed creature will phase in the following turn. Based on these cards' wordings, it should remain removed from the game forever.
Of course, Oubliette and Tawnos's Coffin predate comes-into-play effects, leaves-play effects, Equipment, and Stifle. But those things all exist now, and they need to work intuitively with the card that you're holding in your hand. Therefore, phasing is leaving these cards in favor of a wording that goes back to their original (long, clunky) wordings. They'll work as printed (or as close to it as modernly possible).
A $30+ card probably won't be reprinted in a commander precon. If it is reprinted it will be in a "wacky draft" booster pack set, as others have speculated.

Fun little trivia fact: https://magic.wizards.com/en/articles/archive/phasing-rescue-2005-02-21
The suggestion for how it could work with phasing was suggested by WOTC in 2005 as:
When Oubliette leaves play, the creature phases in tapped.
If the secondary effect is prevented, The affected creature still phases in because it is phased out, just at a later date instead of instantaneously. If it were to be updated like with Void Nothing's suggestion, all it would do is simply not force the creature to phase back in as soon as Oubliette left the field.
Equipment will Phase Out with the Creature, in addition to Enchantments.
And that's exactly why Oubliette and Tawnos's Coffin can't make the targeted creature phase out, because Wizards would be giving those cards functionality they're not meant to have.
The reasoning why it was changed back to the clunky wordfest? According to Mark L. Gottlieb, the writer of the article:
So SyntheticDreamer, do you agree with WotC's logic for reverting the cards to back the way they were?
