It seems fine. Maybe this will end up being what gyre sage wanted to be. I see it more as a manadork that can is a relevant topdeck. I doubt the 3 mana part will be that relevant. Maybe if you run a lot of 6+cmc cards it will come up.

I was about to make this same point - if you cheat a +1/+1 counter onto this it seems pretty potent.

mana ramp is only really good at the start of the game. I think cheating counters onto this will require too many things to go right for it to consistently cheat you on mana. Most of the time just running another ramp spell will work better. Exp: this into Circuitous Route untap turn 4 with 5 mana. That also hedges against removal blowouts and Circuitous Route doesn't need this to be good and works in multiples.

In Standard, turn 2 druid then turn 3 Arbor Armament and you have 4 or 5 mana to use, depending upon whether you made your 3rd land drop. If one of those lands is Guildmages' Forum, Unclaimed Territory, or Unknown Shores then the druid taps for 3 mana of any color because of "could produce".

Oran-Rief, the Vastwood and Llanowar Reborn make this happen real fast. This seems really good and much better at what it does than Gyre Sage. It's also an elf, which means more shenanigans. This might make it into Legacy elf decks.

Without a Burst reprint:
T1 Shockland Goblin Motivator, then T2, land, Incubation Druid, motivate to give haste, tap for W, Gird for Battle both your guys, enter T3 with counters-on, this guy all set for big mana and you have the means to give your T3 fatty haste.
But with Burst, T1 shockland Motivator, into T2 land, Incubation Druid, motivate, tap for g, Burst of Strength, then you can tap this guy for 3 more mana on T2... would be a nice start.
I wonder if you can get cute with a Mentor trigger, then drop something gargantuan the following turn...

What I also find interesting is that you can you it to pay for its own Adapt cost. Maybe something will pop up where you give this a counter, tap for 3, remove said counter just to adapt again. Seems wayyyyy too cute, but who doesn’t like cute things?
Actually, it pays its own cost if it has a counter and you control Biomancers Familiar. Pretty neat.
I wonder how this fares compared to Gilded Lotus. Gilded Lotus has always been a solid if unremarkable card in Commander. This becomesGilded Lotus for 5, but also has the added functionality of being an early play. Incubation Druid seems like a worse top deck since it doesn't refund mana immediately the turn it's played like Gilded Lotus does, and it costs 7 instead of 5, but maybe there's something to be said for the 3/5 body? I'm not sure.
