Disinformation Campaign except worse. No, that 2 life at turn 3 won't be enough against the matchups where lifegain is important, and Campaign's discard will usually "gain" you as much life by discarding something relevant in those matches. The only thing this has going for it is that it's easier to return to the hand, but it's not like you're not going to play Sinister Sabotage in the decks that want this anyway.
I would say it's a cute Limited card. Nothing more, nothing less.
So far the addendum cards which have been spoiled are good enough on their own (when cast during your main phase) that this enchantment isn't really needed.

I'm positive that's it. Maybe artists had to be chastised for missing one finger multiple times and now they'll never forget when drawing him in the future.

Imagine you consume no additional material other than cards and want to piece together the set's story with nothing but a full card set - relying entirely on illustrations, names, mechanics and flavor text. I'm not certain any piece of cardboard actually outright stated that Bolas is involved in Ravnica's current events. As someone who worked their way through the Weatherlight saga based entirely on information given through cards I can appreciate this card putting the pieces together for those that don't go through any secondary sources. It's also setting the stage for the third set - after all the first two sets contain only five of the six mentioned planeswalkers. We can expect Wizards in their new tradition to oversaturate the sets with a certain villains (in the name of wrapping up their arcs more quickly) to give us another Bolas planeswalker - once again told through the most important medium of the franchise: the cards themselves.
The sixth finger works really well in contrast with the human five-fingered hands as an analogous structure where this faction has six planeswalkers in place, where only five are in sight yet.

Remember at the time of Kaladesh the Gatewatch had 6 members, the Core 5 and Ajani, also remember that the Gatewatch embarrassed Dovin, came in and helped the Revolution after saying "No we don't interfere in things unless it is a Planeswalker causing them" when Dovin asked them to provide security. From his point of view the Gatewatch told him his problems weren't "worth their time" and then turned around and helped cause the very thing he was asking them to prevent.
He has a very good reason to want to come to Ravnica and wreck their system and well..six planeswalkers on the Gatewatch side..and six planeswalkers (as far as he knows) on His side.
I dont know if UWx has the slots in its deck, but recurring life gain + card draw over time? This is going to bury a lot of decks.
For 3 mana... and using an instant at sorcery speed instead of when they are designed for...
Yeah... trying to use this will end up just hurting you...
On curve? Yeah, for sure it will. To pull away later in the game? I dont know. Again, I dont play those decks in Arena (Phoenix/Drake/Burn for me) but there is a ton of value going on here.
And Dovin didn't know to calculate that Ral, Vraska, and Kaya (shoot maybe even Domri) are going to end up on the other team.

The flavor text of a GRN card implied that Ral actually was not fully aware of his role in this scheme - feeling like "a pawn in someone else's game", so he might resist the allegiance Dovin and Bolas envision for him.
Vraska on the other hand goes along with the plan only as long as she doesn't get her memories restored which involve her plotting with Jace.
So there is plenty of room to tip the balance.
On the other hand Dovin is not accounting for the fact that Bolas may bring a freshly comandeered Liliana along.
