I could definitely see this finding a place in pauper burn. A suspended Rift Bolt on turn one followed by this and Ghitu Lavarunner on turn two can easily put an opponent at twelve, and the traditional pauper burn deck seems better equipped in general to enable spectacle compared to modern and legacy, via cards like Thermo-Alchemist and Curse of the Pierced Heart.
I like this card in general, but the downside of being sorcery does mean that Curse of the Pierced Heart doesn't help make it any cheaper.
Am I crazy for not even considering this card for my Rakdos Standard deck? It's just that, when it comes to dealing damage on my turn, I'm already equipped quite well, so I'm honestly struggling to imagine a situation in which I would be happier to see this than Light Up the Stage. Honestly, Light Up is a card I'd run in 2000 copies if I could, and considering it and Risk Factor are my only noncreature 3 mana cards, I really cannot find a way to justify making room for this in a deck that already has the more versatile (on the account of being instants) Shock and Lightning Strike. In no way a bad card, just one that struggles to satisfy me in a deck that already has plenty of other cards I'd rather topdeck.
Is this a fair assessment, or should I look at it from a different perspective?
Got this played against me a couple of times last night vs. a Pauper Burn deck. It had some versatility as once it was taking out one of my creatures and another time it was to my face. I'm sure I'll be seeing more of it in Pauper.

So after playing this a bunch in multiple formats, yes it's much better than Vexing Devil in Modern Mono-Red Burn. It's likely sending Searing Blaze/Searing Blood back to the sideboard in Legacy because it's actually relevant in the ANT, S&S, Lands and Big Red matches. But Burn is still crap in Pauper, and likely always will be until we get a common Skullcrack.

Since they're both Sorceries, would you be unhappy to Light Up into a couple Skewers and be able to deal an additional 6 damage that turn for RR?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I run both in mono red burn. They still yet to disapoint.
Same, they're an easy 4+4. Feels kind of nuts sometimes, and even the floor of these cards is okayish at three mana.
Even as a mono red player, I'm glad we have Wildgrowth Walker in the format to keep things balanced, that thing just continues to hose mono red. The other matchups are pretty good across the board.
