Not exactly... Rakdos based aggro wont really have enough wizards to meet that cost reduction... But htis can be a 1 mana, 3 damage with many of Rakdos's cards.. like that demon, the acrobat, and the new 2 drop that shocks for 2 if you sac a creature on your upkeep... that is potentially 5 damage turn 3 without even attacking...
I still don't see Rakdos-based Aggro being any better than Boros or mono-Red. Red's premium one-drop in Standard is still Ghitu Lavarunner so the Wizard clause is not much of an issue while Skewer the Critics is kinda bad for dealing with blockers.
Of course, Modern/Legacy is a different beast, so maybe I should rephrase "seeing Constructed" to "seeing Standard", but still.

Rakdos Aggro has some good going for it, There is the 2/2 hasty for 2 (Spectacle) that can shock every upkeep, Hackrobat which can swing in for 4 on turn 3, Judith is a anthem that also makes blocking even harder. Gutterbones is a 2/1 for 1. We also have Diregraf ghoul back as a 2/2 for 1. And there is Spawn of Mayham which can very easily be a 4/4 flying trampler for 3 (spectacle) which forces through damage every upkeep. Furthermore, this is Ravnica, we can easily combine Rakdos with Boros to make an extremely low to the ground aggro deck.

Except you can play Chain Lightning on T1; this is one you need to keep in your pocket and double up with another card. There are inherent risks there (like if all the burn in your opening draw are these).

Legacy Burn may very well love this card just because the 3 CMC dodges Cotv in the same way Riftbolt does. There are burn lists that splash bump in the night just for another bolt and this is on color.

Not sure I like this over Lightning Strike. This is a Sorcery so you have to tap on main phase, and you're generally playing dudes pr twirling through your Experimental Frenzy. Strike can just hit them on a tap out or in response to a pump effect or so on. Are we really giving up that reach for a maybe 3 damage for R? I will try 1-2 of them, but not a full set just yet.

I just had a discussion about this thing with a fellow. He claimed this is an auto-include in pauper burn, in place of Curse of the Pierced Heart. I'm not really sure, I feel like even Pauper Burn has enough Lightning Bolts in it. And Curse is one of those cards that everybody dismissess until they try it and find it's actually really good.
That's plenty as far as straight bolts are concerned. You do need some utility burn, and what pauper burn really, severely lacks is a lifegain prevention burn spell which will be an auto-include once one comes to be, so there'll be even less wriggle room. Curse of the Pierced Heart works really well in terms of providing reach in matchups which would be much more difficult without it. Pauper Burn isn't lacking in raw damage, but it does severely lack in utility, as the kind of burn that provides that gets printed at higher rarities. This thing provides no utility. If anything it's specifically fiddly in a way which makes it potentially worse in matchups Burn already struggles with.
So if it's not necessarily auto-include in pauper Burn, why'd you instantly cram it into Legacy or Modern burn?
It's a fine card, don't get me wrong, it's very likely to see standard play and it's surely be the go-to budget option for any burn deck due to availability and likely being cheap as dirt. Folks who're looking to put together a Pauper Burn deck will certainly use it until they can acquire the other staples. Is it actually better than the current staple lineup? I'm not sure anyone can tell.

Two mana vs one is very meaningful I find in RDW. Unless you're running a bigger version with more lands you'll very often stop at around 2-3 lands early on. As such Strike usually takes a full turn all the way up until you hit 4 mana. On the other hand triggering damage is easy as Firebrand, Pyromancer, and Whirler all ping and the one drops often have haste. Being able to cast multiple spells a turn is quite nice. I can say I usually find myself restrained by mana more often than I do wanting to play around pump (we are normally the aggressor, at least in most games we win) or working around counters (I'd rather they counter my one mana deal 3 to the face over a creature or something more valuable).
Anyone remember Vicious Conquistador? Well looks like he'll be Rakdos' Standard 1-drop of choice. Vicious Rumors and Fanatical Firebrand are good backups, a whole bunch of cheap spells that will handily enable Spectacle. Hey, they should reprint Razortip Whip in RNA, it's perfect for Spectacle.

So the question is, Mono-R burn coming back to standard? With all the 1-2 burn spells AND risk factor... burn is going to be REALLY dumb.
We do seem to be hitting quite the critical mass of burn spells, which is the number one requirement to make burn work in a format. Being able to effectively play 16, 20, 24 copies of more-or-less the same card is the name of the game.
I think in modern burn this makes rift bolt better than lava spike, and rift bolt makes this better than lava spike. Lava spike is still playable though.
I think this card has potential in older formats just like chain lightning or lava spike does. Also if its thrown in a burn deck its always going to played for its spectacle cost rather than its normal cost since you can just cast beforehand something like a lightning bolt, chain lightning, fireblast, or rift bolt (suspended previous turn) to accomplish the task. So far it looks like Rakdos is the best guild if you are interested in Sligh or Burn with both Skewer the Critics and also Light Up The Stage.
This card is a trap. It's okay but it's not nearly as good as many think. You cannot remove blockers with it unless you pay 2R or have another burn/removal spell to go with it. I wouldn't pay that much for a conditional Lava Spike.

Along with Diregraf Ghoul, Fanatical Firebrand, Ghitu Lavarunner, and Grasping Scoundrel at 1. Fireblade Artist, Hackrobat and Viashino Pyromancer at 2, then Judith, the Scourge Diva and Theater of Horrors at 3, damage WILL happen.
