well, I probably will have to agree.... but only because Hypergenesis is banned in modern.
As much as I love everything about this card, I'm gonna drop two rulings that'll unfortunatly kill a lot of the hype :/
1) Spells with a blank in the cost space have no cost, this isn't the same as a 0 (See Memnite). they cannot be cast and so cannot be used with this spell.
2) Casting a spell must obey all its timing restrictions, so you can only use this with instants and cards with flash. If it let you play a spell, you could throw anything out but unfortunatly it must be cast as per the rules, just ignoring the cost.
The rulings for Yahenni's Expertise and Cascade in general would disagree with you hard. In particular, every Bloodbraid Elf player remembers casting free sorcery-speed spells while BBE is on the stack (i.e. totally not following the timing restrictions).
With that being said, I bet you still have to pay the additional cost for Lightning Axe.

1) This is not true. If a card does not have a casting cost it has a cmc of 0. You can still cast them using cards like this. See rulings in cards like Yahenni's Expertise or As Foretold. Playing just lets you play a land, but playing any spell is a synonym for casting it. See cards like Omnispell Adept which lets you cast sorceries on your opponents turn or Rashmi, Eternities Crafter. If it is part of the card effect that casts the spell then it ignores casting restrictions. This is different from cards that refer you to exile a spell and then you can cast it without paying its mana cost by the end of the turn

As Foretold and cards that have Cascade are what enable Modern combos like As Foretold-Ancestral Vision and Living End. Secondly, if Electrodominance said "Until end of turn, you may cast a card with converted mana cost X or less without paying its mana cost.", THEN you would have to obey timing restrictions because it says you have the rest of the turn to do so. This says you may do it now, as in it's part of the resolution of the spell. This absolutely works with Hypergenesis, Ancestral Vision, Living End and the like.
I'm not convinced it's good. It's pretty cool, but I think banefire is still going to be the better anti control card. As for big xspells I think it's worse than explosion. The one place it seems good is in modern along side the red expertise for cheating out the 0 cmc suspend cycle.
Of course in limited it will be quite the bomb.
why do you think this is anti control? I slam this in my Boros angels list, kill something and cast a spell at instant speed. This just seems really good
instant speed at the end of their turn pressured their mana. using it to cheat on mana just isn't effective. Every deck has a curve, so unless you are playing against control where you hold cards to dodge sweepers and make them waste open mana, then you want to deploy your threats on time, not wait two turns so you can cheat it in with this. It's the same issue all the expertise spells had. So really the reason to use this is to deploy threats at instant speed, which is only really important in matchups with counter magic and sweepers.

This seems absolutely busted combined with Wheel of Fate but please tell me I can’t Overload Mizzium Mortars for 2RR at Instant speed cuz that would be Omega OP.
Also regarding this only being good vs control to pressure their mana... this is NOT just a Quicken for RR... it’s an X Burn spell dang it! You Flash a threat AND do X damage.
I can't wait to see janky decks targeting their own Beamsplitter Mage with this thing for value.
Honestly, this card is potentially playable in modern and will see plenty of play in standard.
I've double checked the rules, and it certainly DOES ignore timing restrictions. Jeskai control will be using this to end step Teferi or instant speed Deafening Clarion with a bit of punch. Hell, if I have the mana open I have no problem Sinister Sabotaging with an extra bolt tacked on.
It has versatility and it's reasonably costed.
