I'm... intrigued. Part of the reason I was never happy with my TrainingCompany deck was because Training Grounds ate up a precious noncreature slot. Might be time to dust off that idea.
EDIT: I guess the translation means that no ability can cost less than 1 mana? It makes it sound as though mana abilities can't be reduced to 0 - which would make sense to prevent infinite mana combos.
This can reduce the cost of Llanowar Envoy's ability to G, making it a lossless green-to-any mana filter like Orochi Leafcaller. For whatever good that does you.
I know for sure enchantment-based combos are bad in Modern, because there's no way to tutor them. Now with this Training Grounds on a creature, Coco or Chord can enhance the related archetypes quite a bit. I can't wait to try the jank out !

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
The one card you need to make a simic deck work and it is in rare.
Couldn't they have found a rework of this to fit in a lower rarity? If not this card is literally a make or break for anyone want to play a Simic deck.

It makes monstrosity more playable, might actually make level up playable, and I could see using it with even older cards like spellshapers.
Also, obligatory goes infinite with Spawnsire of Ulamog and either Training Grounds or Heartstone or, ahem...Doubling Season, Parallel Lives, Primal Vigor, or Anointed Procession.
Or you can just use the two of them with Purphoros, God of the Forge, Zulaport Cutthroat, or similar to win the game.
Yeah, you can just use Parallel Lives and Tooth and Claw with Purph or any Aristocrat, but why be elegant?
