Dovin is precisely a bad Teferi. All his ability are similar, but extremely weaker and he costs more. Sure, Teferi is arguably the best walker, but having both in standard, in the same colors, side by side... Ugh.

Rarity doesn't matter considering it's not in booster packs. It's only a common because it's the unique-to-PW-deck card that doesn't directly have to do with the planeswalker itself - that's just how the structure is. Common is random new simple card design, uncommon gets a bonus for controlling the appropriate planeswalker type, rare tutors the planeswalker, mythic is the planeswalker.
If it's 4R it's "all" and if it's 1R it's "target", and I'm positive it's one of those costs.
I don't know if I'm just so used to the Planeswalkers in these decks being on the really bad side of underpowered, but I almost don't hate that Dovin. Like, he's not *good*, but he seems so much less bad than his peers. All three abilities are useful, if basic, and really the high cost and long wait to alpha strike are the largest issues with him.
Still completely unplayable outside of beginner games, or really casual situations, but if the Planeswalker Deck face cards were all designed more like this Dovin, they would be less maligned.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Edit: Although that could hit any target, not just creatures, but it still would be weird for them to do crappy Volcanic Hammer variants twice in a row.
Domri with Doubling Season can be a win. 8 loyalty to fire off his ultimate and 6 +1/+1 counters with trample for the turn.
I mean, that's cool and all, but if it's just about giving a power boost and trample to your guys, aren't there a million more effective, less expensive (in terms of mana) ways?
What I'm trying to say is: don't try and envision these PWs as part of some manner of high-end combo with the likes of Doubling Season or other such powerful cards. That simply isn't what these PWs were designed for.
Each new set is a potential first set for a slew of kids approaching the game for the first time: with that in mind, the idea of these decks is to give such kids a basis to start playing, a basis consisting of cards that are simple, straightforward, mildly interactive without overcomplicating things and, most importantly, exempt from the Jeleva/True Name effect, so that the kids will actually get to, you know, play with the decks, as opposed of having secondary market speculators hoard the decks before the kids can even get their hands on them.
In this context, the PWs are there for the sheer cool factor: if you're one of those kids, this Dovin or this Domri might very well be your first PW ever. And with this in mind, the card is explicitly designed to make you feel cool for casting it, while at the same time not being exaggeratedly powerful, so that your friend with the other deck can easily mount a comeback, so as to keep the fun going.
This is literally the sole reason why these cards exist. Competition simply isn't something they should be concerned about, and big combo cards are better saved for an entirely different kind of playstyle/mentality.
On the other hand, maybe it is okay to point out card interactions.
That said I'm not overly excited about these two.
