Actually as of Amonkhet, split spells only have the converted mana cost of that spell itself:

Yeah let's give green and blue an exile creature effect, what can possible go wrong?
I don't think Reality Shift ever saw play. This won't be much different. If it does then it will be for the first half.
This will almost certainly see some amount of play. First, as you mention, the first half is playable. The second half however, unlike Reality Shift, provides your opponent with a known quantity. It's not a random creature, possible a surprise bomb or a land that you just gave value to. It's a vanilla 3/3 in place of what might have been some large, indestructible dude that was keeping your attacks from being valuable. I definitely think UG Fish in Standard is going to want this and possible becomes more viable because of this.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
So this is a good card and all but man I really miss split cards having clever names based on english idioms. It kind of feels like the names for this round of them is two somewhat on-guild theme words slapped together.

I believe Reslity Shift did see some play while in standard. There was a fringe-ish turbo fog deck that was pretty decent for a minute that ran it so you didn't just auto-lose to Dragonlord Dromoka.
Going to be kind of annoying to have my Vanguard or Aurelia or Lyra turned into a frog...but I'm sure Boros can put enough other pressure out to make up for it.
Very nice design though, a little tutoring for gas and a little removal. It's fair.

The "Crazy One", playing casual magic and occasionally dipping his toes into regular play since 1994.

I have mixed feelings about the exile... Half glad to get some more solid answers to things at reasonable costs, but sad to see the implication that exile will be more necessary in the future.

Overall, I'm glad the card is a card.
The exile has nothing to do with necessity. It's a flavor thing, since MTG can't do transformations like digital CCGs can.
Hum...I'm glad I've kept my foil merfolk deck in standard. Both sides are awesome in tropical fish

I would point you to Pongify and Rapid Hybridization, but it could just be updated templating for flavor like you say. I suppose we can only wait and see, then still not really get an answer.

No, the fact that the two previous cards that you linked are bad flavor because they inexplicably leave a corpse behind is the reason for the exile. Maro has mentioned this many times whenever the topic comes up.
The change to exile is likely for both flavor and functional reasons. If the indestructible abilities on cards like Adanto Vanguard and Underrealm Lich are going to be more common as a replacement for regeneration, cheaper and more ubiquitous exile effects are necessary to compensate.

Protection from reason (Decadent_Creed can't be blocked, targeted, dealt damage, or enchanted by reason.)
I will not be tired to repeat that the only polymorph spells that makes sense are the Aura ones. magical transformations are un-doable by magical means typically. Ok, even permanent transformation is somewhat acceptable but for the real flavor we really need more Aura-based ones.
I kinda wish these were separate cards so Incongruity could be pushed slightly harder.
Given past cards like Reality Shift and Curse of the Swine,
I'm guessing we could have seen something like GU: Instant- Exile target creature, its controller creates a 2/2 frog.
That would have been a lot more exciting for me,
but what we got is still solid.

I'll definitely be getting one or two copies for commander decks that can play it. Multifunctional cards are always worth looking at, and instant speed exile removal alone would be good. Having it also dig in those rare situations where instant speed exile removal isn't immediately useful is just gravy. It pairs especially well with Worldly Tutor.
Hard to say whether this is better than Beast Within or not due to the exile rather than the destroy clause. I'm gonna go on a limb and say Beast Within is still slightly better because it hits a permanent, but this is still great addition to GU removal. And it's uncommon to boot too. Incubation makes it a nice choice to work with too.
Another one to add to the list.

If you cast this after resolving a worldly tutor ... you’re just effectively doing a draw-1 because you’re assuredly putting the tutored card in your hand, or else you’re wasting the tutor.
If you cast worldly tutor after resolving this ... you’re reshuffling the deck and putting those four less-desirable things you tucked to bottom, back into random spots in your deck rather than bottom.
I’m not seeing a relevant way this pairs with Worldly Tutor at all.
Good way to get Goyf online, it might see play in monkey grow.
I haven't run the numbers or seen the latest deck lists, but when I ran Monkey Grow before the Probe ban, it ran 13 creatures in the main, which sounds like a "hell no" to me. And the back half sucks too, way too expensive in general for the deck, and in particular for a card that doesn't even remove the blocker. And how does work with Shoal, X=4, right? Hard pass.

This aint your girlfriends meta! This is a man's meta! TURBO META.
In standard not really much.
But control magic removal is arguably the best removal you could possible have as it gives you the creature for them to remove or die.
We just dont get any reasonable playable control magic anymore as they cost way too much mana (6+ for the unrestricted ones).
