In this creature's defense, the average cmc of all 4/4 creatures in Standard right now is 4.949, so the stats are slightly better than "on curve" without taking mana dorks into account. Provided your opponent fails to kill it, you will have an 8/8 trampler on turn 6. If UG Merfolk become a thing again, even for a short while, this creature could be the curve-topper and/or finisher. It may not be great but it isn't the worst option, either.
It's like monstrous, but technically repeatable (if you can remove the counters). Will need to see if there are any cards in set that use counters as a resource before calling the mechanic bad. That being said I think she slots right in to standard fish. With those explore fish on 2 and 3, she'll pretty reliably be a cantripping 4/4 for 4 with upside.

Adapt can be repeated if the counters are removed. I foresee Simic having ways to remove +1/+1 counters for purposes. Perhaps a Simic Triskelion will be possible.
I mean a 4/4 for four mana that will (in decks playing her) cantrip most of the time on ETB is already a reasonable card. Tack on the other abilities, and it's just gravy. I really like that my solid rate 4 drop can also easily be a game-winning threat by turning into an 8/8 trampler.
That adapt mechanic is just lazy, in my opinion. How many more +1/+1 centered mechanics are there going to be? Adapt becomes useless if you get a +1/+1 counter on the creature some other way. Monstrosity is better because you actually get an effect from it being monstrous, outlast can give repeated +1/+1 counters even though it can only be done at sorcery speed. But so far, 2 cards with adapt have been spoiled and I only see drawbacks to it.

Not as advantageous as Prime Speaker Zegana, but I still like it. And fits well into Tuvasa tribal stax edh. As for standard, does blue/green ever shine? I don't think this will be a path to it doing so unfortunately.

She's not that great. Her ETB effect greatly increases the chances of nullifying her Adapt ability. Rather counter-intuitive. Now if she had an activation to remove (a) +1/+1 counter(s) then it would be worth it. Misread the card.
Ehh it's ok. Trash rare to pull in any circumstance. Not bad in the right build but heavily reliant on other +1/+1 counter interactions.

On a more positive note, merfolk now have 2 creatures that can survive a deafening clarion without help that may be playable. Between her and kumena that may help the archetype fight against control a bit more.
Just wish the tribe had more flash in std so you could rely on counters/draw at instant speed more, or in this case adapt.
Maybe Adapt will play better than people expect? Jump Start was hated on when it was first revealed as a bad flashback but in practice it works pretty well.

Protection from reason (Decadent_Creed can't be blocked, targeted, dealt damage, or enchanted by reason.)
If Crackling Drake is any indication, a 4cmc cantriping beater is not necessarily useless in standard. Still, this is not a very good-looking card and its odds aren't great. Drake has control support, whereas this card requires more of your resources to be devoted to a board presence.
Aside from that, it's just a really boring design. It' basically only rare by virtue of being three uncommon designs crammed onto one card. I could have come up with a dozen more interesting designs at a similar power level in my sleep, and I'm sure many others could have done as well.
