Emergency Powers is the most "fun" WU card I've seen in a while;
Being an instant speed Timetwister (which is *incredibly* rare) could make it semi-playable.

that makes it very tough to evaluate. It could end up being amazing.
Well, at 7 Mana I can’t see it being completely busted, but I agree that it will be hard to evaluate. I think there really needs to be a way to break symmetry on your main phase for it to be a serious player, making it effective in both modes.
You really don't need to break the symmetry for a Timetwister to be good. You know it's in your deck, that's all you need.
I remember people saying the same about Day's Undoing and that never really went anywhere.
Isn´t Addendum really bad as it limits your playstyle? Instants are nice to cast to disrupt your enemy but suddenly you have to cast it in the right phase to get an extra effect.
On the other hand it might be like the Riot mechanic in the sense that you play cards with Addendum. depening on how the battlefield looks like. Is it better to interrupt the opponent in his turn or should you wait until your own main phase and get an extra effect?

It gives more options and therefore is a perfect fit for control. Netdeckers will surely crap all over the mechanic since they need to be told what to play and when to play it. Everybody else will see it for what it is: a good reward to those who plan ahead and can adapt to a fluid game where momentum shifts contiuously.
Wow, you sure sound super jaded. Every third post of yours contains the word "netdecker". Do you regularly go 0-3 drop at FNM with your *****brew and refuse to adapt? I bet you're also the kind of people who said that Search for Azcanta was a bad card while singing the praises of Growing Rites of Itlimoc, or did the same with the Blue and Green gearhulks in Kaladesh.
The mechanic is absolute crap in the colors that care the most (other than Izzet) about playing at instant speed, and one or two pushed cards with the mechanic won't change that.
Again, thinking along the lines of "this mechanic doesn't fit my preconceived notion of a certain deck archetype, therefore it has to be *****" is what lead people to underestimate Jump-Start cards and Arclight Phoenix. There have been "tap-out" style control decks in Standard before, and as someone else already said, well-designed Addendum cards will offer two equally attractive options with both instant and sorcery modes being useful depending on the gamestate. Essentially, the instant mode has to be decent enough on its own and the sorcery mode more powerful, but not powerful enough that the added bonus essentially makes the card a sorcery. If done well, it offers control decks some tempting/powerful choices. There's a lot of tension here and it'll be interesting to see how often Wizards will be able to "thread the needle" with these cards.

The only jump-start cards that see play are Risk Factor and Chemister's Insight, and no one underestimated that except some randoms spouting the tired old "browbeat bad" meme. Arclight Phoenix was underestimated for sure, but not by everyone, nor does it have a poorly designed mechanic like Addendum.
I think the biggest knock on jumpstart wasn't really the quality of the ability is was why it had nothing to do with Vehicles and that is basically a worse version Flashback. That said casting a card twice is pretty good.
Addendum on the other hand. The card is crap outright, the card is good but addendum doesn't add much or the card is busted to justify using addendum regularly.
About Addendum, the ability reminds me of Might of Old Krosa. The card is quite interesting to play in Infect. It actually adds a bit to the gameplay dynamics. Addendum is no different : you can play the card during your main to get an extra bonus. I like it.

White is about doing things right, following the laws and their administrative timing. If you are patient and don't Time Spiral in your opponent's back, you actually give yourself the right to get a bonus. That's my take on it.
Now I (and I guess you as well) would've prefered to see this card in green, since green usually puts big stuff on the board. It reminds me of both Eureka and Show and Tell.
So far, Addendum cards are a throwback to green cards, which feels weird to me.

If all mechanic designs were measured by how many constructed-playable cards with them exist, a lot of them would be "poor design". How many Explore cards are really played in competitive formats? Jadelight, Branchwalker, that's it? Convoke (in the current Standard)? March, Loxodon, Tribunal. How about Vehicles from a few Standards ago? Only Copter and Heart of Kiran saw a significant amount of play, as far as I can remember. To me, "poorly designed" means that a mechanic is difficult to track, has inherent power or memory issues attached to it, or does things it wasn't intended to do - things like that. Basically stuff like Energy and Vehicles. But ultimately what matters more than the mechanic itself is the cards it's put on (and how much design space there is for it). I doubt it will happen, but if we got six very balanced and yet powerful Addendum cards in RNA, a lot of people would be praising the mechanic for its flexibility. A simple and straightforward mechanic like Addendum could be useful even in control decks, albeit if a lot of them were viable, they would probably change up the play style of those decks (and that wouldn't neccesarily a bad thing, just different). We'll have to wait and see how many design opportunities for constructed-oriented Wizards will squander over Limited concerns (I'd argue that Sphinx's Insight would potentially be viable if it gained you 4-5 life with Addendum, but alas, it's a common, and commons are only seldomly allowed to be powerful outside of Limited nowadays).

True but Day's Undoing has a very serious drawback.
If there is a 7 mana permanent that just "wins" the game after this, or severely punishes the opoonent and/or gets you ahead so much that the symmetry doesnt matter, THEN this card turns into a real winner.
Otherwise its worthless garbage.
So this is quite a gamble.
Its either really useful to find your game winning bomb, or its completely worthless.
Theres really not much in between.
(Its still 7 mana too, so it still requires a real deck around it to work, but the most important part is to have something that is truly broken that you can find with it)

Instead of riffing off cards like Return to Dust/Might of Old Krosa, it seems like the mechanic would have felt more cohesive/unified if they had made Addendum similar to the Expertise cycle. As it stands it feels like there is nothing mechanically linking Addendum cards except for the fact that they will mostly be instants.
It would be cool if they make some addendum cards that reduce cost.
I.e. 2wu counter target spell. Gain 2 life.
Addendum If you cast this spell during your turn, pay wu instead.

White has always been about providing balanced benefits and penalties to all players equally, from the very beginning of the game. A Timetwister-like effect leans much more towards the white end of the blue portion of the color pie, than the black end. Giving a hefty benefit like everyone draw a new hand fits Azorius, and fits white-blue in general, for that reason, methinks.
A shame this Emergency Powers puts into play if let you cast for free you could combine with something Approach of the Second Sun and instant win on your turn.
Teferi turn 5...turn 6 float mana from Teferi play Approach, then Turn 7 play Emergency Powers dig 7 for Approach cast game.

I mean probably but do you think the mana is going to be good enough for a 4 color deck? Bolas is always Grixis and its not like casting Bolas is guaranteed win that be one of hell of a minus.

That isn't how Emergency Powers works at all. All of the Addendum parts are part of the spell's resolution. There is no trigger anywhere in the text for the "put a permanent with CMC <= 7 into play" part of the card; it's a second effect to the spell that you get for casting it during your main phase.
For it to function like Cascade and the Eldrazi, the text would have to be something like this:
