I'm not entirely sure Mono Red decks would swap anything out for this but I like the card:D
Yeah it's most likely either morbid or bloodthirst, just keyworder for strictly alternate cost purposes. It might be "morbid for permanents".
However, for silly speculation sake, lets assume that it's not a followup ability. Because this card doesn't necessarily make the best ever followup (especially to something of yours dieing - what, you lose something, then you tap one more mana and get to maybe play something off the top?).
So what if it's something like "if this is the first spell you play this turn, you may play it for it's spectacle cost" or even "if this is the first spell you play this turn without paying it's spectacle cost". The latter is way more interesting, as you could chain build-up spectacle cards before playing something without spectacle. But it's probably too clunky a wording for that to be it. But the former would make for a interesting mechanic. And it'd make this card more worthy of being both uncommon and a promo.

Seems like Rakdos traditionally make a spectacle out of sacrificing creatures. "You may cast this spell for its spectacle cost if you sacrificed a creature this turn" would be pretty balanced but require sacrifice outlets. Alternatively, "you may cast this spell for its spectacle cost if a player discarded a card this turn" which is mostly weaker than madness but enabled by lots of common black and red effects and also jives with jump-start.
It could be a "If you cast it for it's Spectacle cost, you cannot cast any other spells this turn."
Making a big spectacle to show off, but you always save your biggest stunt in a show for last.
Impossible.

I would not be surprised with that as a Gruul mechanic... but it doesn't seem Rakdos-y (nor much of a Spectacle).
Also, by 'played a creature' do you mean 'Cast a creature spell' (which would make it a gimped version of Surge), or 'Had a creature enter the battlefield under your control' (which might play nicer with, say, token generators).
More likely:

Creatures in card image make a spectacle, ergo it could be creature and/or planeswalker oriented mechanic.
Maybe something more oriented with casting spells. More spells=lesser cost. rakdos is all about "Let's make a big spectacle, fire and blood everywhere!"

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

A keywording and restructuring (as an alt cost rather than a reduction) of the basic effect of Bone Picker?
Not sure if that would fit Rakdos as much tho. Saccing and "Dies" triggers are more befitting of Orzhov. Both Haunt and the original Orzhov mechanic in Gatecrash were tied to it as well.

Hmm, anyone remember my Dramatic mechanic idea that cares about creatures entering or leaving the battlefield? Well, what if Spectacle is a variant of that?

So the creature puts on a dramatic entrance or exit in the form of spells with Spectacle.

You first thought was Bloodthirst and not Prowl? I thought of something like this for a Grixis faction and would play great with Radios play style.
The idea of you not being able to cast spell if you cast a Spectacle feels very Black/Red and Rakdos I hope it is the case.

If memory serves, wasn't the original Rakdos mechanic in RTR supposed to be a riff on Rakdos, Lord of Riots called "Paincast"? It was supposed to be a cost reduction mechanic based on how much life your opponent had lost that turn. They couldn't find a good way to balance it, so they just stapled it to Rakdos and called it a day.
The bloodthirst variant that's been mentioned here would be an elegant way to revisit that idea. Rather than being a variable cost reduction that needed to constantly checked and tracked life loss, it could be a static cost reduction that only needed to check once.
I don't think they'd actually do this, but in my wildest dreams, Spectacle is "You may cast this for it's spectacle cost. If you do, each other player puts a copy of this spell onto the stack. They may choose new targets."
Call it a hunch, but you may not be as far off as you think. After all, this makes a lot of sense with the exact design we see in the promo.
I personally see two issues with a card like this:
- This is way too complicated for a format like commander where there are 4 people and everyone gets triggers. This opens up a giant stack issue. Suppose Player A casts this. Player A Light the stage is on the stack, Then Player B, Player C, Player D. Player A resolves. Then Player B Resolve, picks up his 2 cards, then decides to respond to the stack while Player C's trigger is still on the stack. Player C responds to Player B's trigger with his own Spectacle card that adds 4 more triggers to the stack. This is just a disaster waiting to happen.
- my second issue is that Wizards prints alot of these supposedly balanced cards, i.e. Balance, heartbeat of spring, etc that is suppose to seem like both players get the "same" effect but the casting player can break the effect a bit more. The problem with spectacle is player A would be able to cast anything, while Player B would be only able to cast instants. That really doesn't sound like a "balanced" card that is meant to be broken by the casting side
*EDIT: Void_nothing pointed out the card says "until the end of your next turn". Issue #2 is invalid

I don't think it has to do with sacrifice for this reason:
Selesyna and Boros (and pretty much any white guild) is pretty token heavy. Sacrifice a creature is best used in white based archetypes. I don't think it is a good idea to create a mechanic that is best used in other archetypes

That would be a fun mechanic.

- I think this makes a lot more sense to be honest. Play the top 2 cards really is really weakly costed for a 3 mana ability.
- This would be a pretty good effect that could be used in a non-storm deck,
