I would have preferred this at uncommon. That's one really bad choice for sure in this set, but it does point to a spells matter archetype in the set, which is likely going to be red and blue.

1. (Ravnica Allegiance): You can't keep a good esper control deck down... Or Wilderness Reclamation... or Gates...
2. (War of the Spark): Guys, I know what we need! We need a cycle of really idiotic flavor text victory cards! Jace's Triumph...
3. (War of the Spark): Lets make the format with control have even more control!

It really does feel like an ideal downshift to uncommon, at least for a high power masters set. The card is completely nuts if you get to untap with it, though. Maybe "too good to be printed below rare" and "not worth even a dollar" together just means this absolutely should not be printed in a set with $14 packs.
This would've been a sweet Uncommon for my Cube. Shame.
That's the fundamental problem of Masters Sets - it isn't that they're designed with Limited in mind... it's that they aren't designed with Cube-Limited in mind. Cube is essentially "Masters' Limited" in some ways. Before anyone jumps on me with "price tag warrants no Limited Consideration" - I actually think a proper cube-level experience is actually worth the price tag... the problem is WotC has never successfully done something of that level.
I think if you gave a Cube-Builder the leeway to declare rarities (as opposed to building with the rarities they're provided) they'll build the proper skeleton structure of a Masters' Limited format.
Ugh and they were doing relatively well until this utter turd.

Its a played card, its a cheap played card but like assualt and squee its played, its stuff like magus of the bazaar that I dont like . if a card is played or part of a cycle i give it a pass in reprint sets even if they are cheap.
This was such a bad move for a rare slot its Ben printed to oblivion already it’s less than a dollar
I will feel bad for people who pull this

Perhaps in Commander 2020 we'll be lucky enough to see the next sequel entitled: Drakes on a Plane, Part V: Same Legend, New Art !
