hmmm, with just a preliminary overview of the entire set; the feeling i get is that the design doesnt focus too much on the guild mechanics. personally i would have liked to see more enablers, payoffs, and interactions with them. im not entirely sure if that was intentional, an oversight, or something else.
i was underwhelmed by the boros mentor mechanic, but its simplicity and narrowness means it shows up in high enough quantity that its gameplay will likely still be pervasive; albeit incidental.
undergrowth just seems to lack enablers within the golgari colors all together.
surveil seems to have a lot of support, and the mechanic is innocuous yet powerful. however its similarities to scry, and scry's absence because of it, are kind of off putting. its one of those things ill have to play with before finalizing any judgement.
convoke is a story that we've all heard already, which messes with expectations. i dunno if chord of calling would have been too good in this standard environment, but the absence of such a high profile reprint is noticeable. time will tell how good it ends up being.
jump-start is by far the biggest let down for me. not only did they go ultra conservative with the mechanic, it doesnt even show up that much in the set. there arent many enablers in-color, and any direct interactions with the mechanic are all but non existent. where are the cards that read 'when you jump-start do X' or better yet something that gives other spells jump-start?
so without playing with any of the cards, or seeing any of the sets impact on standard and beyond im going to rate the set as a 6 out of 10, though my faith in wizards has me hoping it will end up playing out as a 7/10.

Eh, my preorders are in; a whopping $33 after shipping. I'm excited about some cards, certainly, but I also wish there was a wider array of pushed cards. While there is more to be desired from this set I do think they have some ammo left for the next couple Rav sets; I'm guessing we'll see some more of these mechanics in the next two sets, just in smaller numbers (I'd really like that, especially Surveil).

Not sure I will open this set outside of limited. Needed low cost masterpieces imo. Only thing selling this set is a randfull of mr and like 4 rares. Half the mr will get as low as a pack soon after release. No cicle that is a “must have” some pushed cards, but the rest is meh
Hope the rest of the block is more interesting.
One nice thing is that it the guilda are the same as the ones from Ravnica city of guilds+ Izzet
If the other guilds had the same love as dimir, if the legendaries where more fun (I liked Niv, Ral, Etrata, Trostani, Voice of ressurgence, and the golgari elf but some look like too safe and the rest is like poop level).
All mechanics looks boring and unimaginative, sadly
The Pros:
- Feels like Ravnica for the most part. I love the flavorful "Guildless" cards describing the city.
- There are some good and interesting cards.
- I like the Fall Season in Ravnica. Feels natural.
- Undergrowth was a big calling to me, as I love Dredge but knew it wouldn't be returning as even I can admit it is too powerful, and I found Scavenge to be really underwhelming. Undergrowth seems like the perfect fit.
- Surveil is really nice.
The Cons:
- Feels like Wizards played it safe. I don't expect them to produce broken cards, but I also expect things that strike me as at least playable or interesting outside of limited. For example, the rare Golgari spider and the Izzet enchantment feels like they played it way too safe with their restrictions, when in reality they could have went with less and the cards still would have been fine.
- It also feels... kind of boring. Some of the cards are just kind of... like a keyword salad, or don't do anything interesting. I'm sure the green instant that can give 3x +3/+3 is a decent card... but it just feels like a card that I am not excited to open... especially if I was a new player. The Guildmage cycle feels dumbed down, which is not something I would have expected because I never saw them as being too strong.
- The Guilds feel like they are lacking some elements that define them. For example, while Golgari has a lot of fun graveyard themed cards, there's only a pinch of cards that can actually resurrect your creatures from your graveyard, as well as cards that assist in filling your graveyard. Selesnya feels like it is missing Convoke enablers and has only a few creature token creators.
- The guilds feel unbalanced. Dimir is heavily pushed, and I get that Surveil helps Jump Start and Undergrowth... but this is a world where people want to play their favorite guilds. It's kind of a turn off if I have to play a bunch of Surveil cards in my Izzet deck (Flavorfully, obviously in a lot of formats this doesn't matter.) But it feels like unfair treatment that leaves some people sad because some Guilds are pushed and others are weak.
- Planeswalkers running the guilds is also boring to me. I get that its part of the story, but personally I can't wait until they wrap this story up. I feel like it invades the worlds I love most and twists them around so that all the spotlight is on the Planeswalkers.
Overall, I like the set, it looks fun and has some neat cards and some cool mechanics. It does feel unbalanced and dumbed-down though.
I think the mechanics selection is all-in-all good.
CONS
This set lacks what made Ravnica flavor so cool to me: diversity and originality. RTR also had this problem with a few guilds but all in all the Boros and Dimir feels extremely onenote. All their cards looks like the same generic soldier and human/vampire spy. I strongly miss the iconic boros angels and elementals, the Dimir undead servants and giant hidden eldritch horrors, the Izzet weirds. Diversity seems to be a exclusive Selesnya and Golgari theme, not something in common for every guild.
The art direction of the Boros is terrible. Too much pompous ornaments for what the Boros is suppose to represent.
Again the Izzet has this disconnected flavor. In lore and looks they are artificers, in gameplay they are spellslingers. This problem yet again has not been addressed.
I don't like how they broke the symmetry by making the Dimir mechanic the Golgari enabler. Maybe undergrowth is not a AB mechanic and does not need enabler to begin with. You are just meant to keep trading and abuse undergrowth's very high ceiling in the late game. If that's the case I refrain this criticism.
Surveil is very parasitic mechanic but maybe it will show up in the future in graveyard sets.
Considering Dimir got shafted pretty hard last time around I'm glad to to see it got some good cards now. Typically U and B have been two of the strongest colours in the game, it makes sense Dimir should be one of the strongest guilds. The only other Guild I care about from this set is Golgari and they have quite a few playable cards as well, namely Assassin's Trophy. Overall it looks like a decent set, I think I was more excited for Return to Ravnica than this one though.

Also it got reprinted on those standard show down. It is cheap now (but wait 1 year...)
The golgari chase card will be high and will stay for long and only drop around the rotation. Look at it like a “new teferi”.
The artwork in this set is really terrible. It feels like Seb McKinnon and Kiran Yanner (who did Ral's pack art) are the only ones who tried. Everything else looks so heavily digital and rendered, its art is about as artificial as Ravnica itself. There are a few standout pieces of course, but as a whole, this set feels like a precipitous decline in quality. There are some cards I do like, but many of them look like Yugioh cards.
I can't complain though. I'm too busy with Arixmethes to notice this whole plane and set.

I'm surprised I've not seen this voiced more. There are very few cards with art in the style I enjoy in this set for sure at lot of the chaff looked like it was very poorly done.
Creedmor pretty much took the words out of my mouth here, but I do want to add somethings.
I have to say is that Selesnya really needed to have 1/1 saprolings again, because it does not matter how fancy you make the token creatures when there is so much token hate in the room. Throw quality out the window and just use quantity already! I mean that seems to be Wizard's modus operandi at present anyway.
It also feels way too soon to have come back to Ravnica. Don't get me wrong, Ravnica is literally my childhood and I love it to death and this is probably true for a large portion of people in this forum. But this is what is making me concerned, we have come back to this plane three times now while other planes have not been seen for over a decade now. To me it feels less like this choice to return is less about story and more about the development team becoming more reliant on past success stories to stay alive. The set feels unbalanced to the point is feels a touch rushed with how pushed Dimir is and the other guilds feel under developed to the point they would need to bleed in Dimir mechanics just to feel competitive. It might have been better for this set to stay in development for a couple more years to balance out and for us the players to have more time to build anticipation for its eventual return.
Honestly it might have to do with how Hasbro's financial report for the first quarter of 2018 shows about a 20% drop in Magic sales, roughly a fifty million dollar drop. So there is a chance that the reason for this feeling of being rushed is because they felt some pressure to get results and they felt that Ravnica's pedigree might be the saving grace. Link is here for that report on the 20% drop in Magic sales: "Link".

Never forget whose grace and favor led to your success and always give your thanks, otherwise you might be doomed to loose it.
R.I.P. evergreen prowess - hasn't shown up since Hour of Devastation. If it didn't show for Izzet with multi-castable spells, I think we can say it is not just in danger, but has lost evergreen status.
I really enjoyed Prowess, sad to see it pushed away from evergreen. The watered down version with only instants and sorceries is fine and all for Limited and such, but it diminishes the potential for constructed.
Link is here for that report on the 20% drop in Magic sales: "Link".
That's not Magic sales, it's the whole gaming category that's down 20%. Still probably doesn't bode well.
My mistake, but I would argue that Magic makes up the lion's portion of that revenue. So even if Magic only had 50% of that income (and lets be honest here, magic would be more than that) that would still be 25 million dollars in lost profit, so Hasbro be triggered for sure.
And no it does not bode well at all, in fact it kinda explains some of the actions Wizards has made recently. They spat out a ton of different products recently with possibly Dominaria and Battlebond being the most well received, the former being due to Richard Garfield (original creator) playing a major part in making the Dominaria set, not sure about the later other than reprints since I did not play it. But none the less, this most likely is making the dev team for magic nervous. They are losing noticeable profits which means that the products they are putting out are not selling and one of the only sets actually being seen positive this year is the one made by the original creator.
So this set and the next couple after it might decide what happens to magic in the future, or more accurately what will happen to the people currently running the dev department. Hence again I will say that this set feels unbalanced and rushed. Limited will be painful to watch, either you run black or blue Dimir cards in your deck or get curb stomped. Boros might put up a fight but I doubt it since its back bone cards are all high rarity, and Selesnya is just dead due to similar rarity issues plus bad token choices. I am not sure what will happen in standard, but considering how similar to scry is to servail, I would gamble Dimir colors will be prevalent till it rotates out.

Just from a brief keyword count:

I assume you counted just cards the term appears on and include all the cards that just trigger on surveil? I'd make that two separate counts. The truth is the B cards of this A/B mechanic do not actually let you surveil.
If this is only A cards though that's surprisingly high.

Now to find out if that is the case or not. Last time we saw Boros and Dimir in Gatecrash, drafts were pretty boring
i was underwhelmed by the boros mentor mechanic, but its simplicity and narrowness means it shows up in high enough quantity that its gameplay will likely still be pervasive; albeit incidental.
