This is an accepted, if uncommon, template, like Seeds of Strength. Having the word "target" on here three times plays a very specific function in terms of flexibility, and it's the linchpin of how the card functions. Anything else would be an entirely different card.

Triggers Heroic three times
No, it triggers "becomes a target" triggers like Livewire Lash three times. It triggers the likes of Akroan Crusader once because all of the heroic triggers count cast spells, and this is one spell.

Heroic abilities will trigger only once per spell, even if that spell targets the creature with the heroic ability multiple times.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Boon of Power will be pretty damn powerful in limited, a potential 3-for-1 combat trick or game-ender for a reasonable cost of six mana. Might Power its way into Standard. Probably a future bulk rare after rotation, though, as those effects are a little too narrow for Modern.
Also, I really love the name. It's like a Boon made up of one of the original Boons (Giant Growth) with "Power" a subtle dig at how weak it was compared to the blue boon (Ancestral Recall), which is of course a member of the Power Nine. That, and it's three boons, or Boon squared, which would be a boon with a power. Hats off to whoever in Wizards sent that one in.
Is this the only actual mention of a non-Azorius guild in GRN? I haven't poured over the flavor texts yet, but I can't recall reading anything about Simic, Orzhov, or Gruul, other than that delicious pun on Citywide Bust.

Hellkite Whelp is awkwardly useless even for a whelp. Like, why does it have the same mana cost as an adult dragon. Whatever, whelps are never supposed to be good I guess.

No--heroic was a thing just before I got back in to Magic back when Khans of Tarkir came out, so I was unclear that it triggered on cast rather than on target. My previous statement is incorrect but I am not going to edit it because it isn't worth the trouble.

Oh, I wasn'T talking about editting the post - more "mentally moving" the links - because you actually can get three heroic triggers out of this spell by spreading the targets across three creatures with heroic - though I suppose the cheaper variant from the first Ravnica-based block was better for that as well.
Sometimes the spell might just win you the game, but at six mana you will be less willing to put all your eggs into a single basket the same way you would be for the cheaper variant.
