Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:

he needed to be of the guilds or something related to that, as the all color related stuff before has been connected to all the guilds somehow. reuseable 4 damage ping can be good.
Imagine this being a bear that can tap + sac to deal 2 damage. That alone would be a pretty nice card. This card is really versatile and you are seriously underestimating it. It might very well see Standard play.

Underestimating it? I doubt it. It's a bone they threw the 5C players, and nothing but.
Hilarious in the modern Hardened Scales Affinity deck. Twice the stats for your mana investment than the ballista, but a much less efficient pinging ability.

You'd get 7 counters with Hardened Scales, not 12.
If you built a deck for one of the dozens of sources of +1/+1 Counters to refresh it each turn, would spamming its activated ability even be good?
I don't think I'd be upset to pick this dude up early in draft. At worst he's a bear with {2}t: Shock or 2 pings.
Good is overstating it?
Let's use Boros, Selesnya, and Naya (the three things that'd want it most).
It's flexible enough to be your 1, 2, or 3 (if splashing for a third color) drop. Meaning you'll consistently hit the ground running. In Boros you can reload it occasionally using a mentor trigger (or more than one if you can scale them around its power/toughness). Letting it unclutter the board or just dome in when you can't get a profitable attack.
Selesnya has enough +1/+1 counter tricks to make it fine, not as fancy but often you might just dial it down to 1/1 and then use it to Convoke.
None of these are like... amazing plays. But they're all easy and doable plays. So its solid without being good.
Well i guess this can see play somewhere. I could see my self brewing a 5 color good stuff with lantern. The only think i don't like is that u have to tap and pay the mana to do damage. It would be actually really good if he just tapped for the damage.
I see why they waited to reveal this one when they did. Bad card is bad.

I will get 4 of these, but only so that I can have an entire playset of GRN. It goes to the graveyard quickly for undergrowth, so it has that going for it. 3-color and 4-color decks won't be difficult in Standard, with shocklands and checklands, so I suppose that is also in its favor. Without an efficient way to reload it with +1/+1, though, it won't be that useful.
Without the tap cost this could be a VERY reasonable card.
With the tap its a lot worse, so you just play it in Limited if you can, but thats pretty much all about it.
So whoever decided this "needed" the tap cost wanted to make sure this does not really see play as its just a 5-color Walking Ballista at that point, which would be a very real card.
I actually like this card... for my artifact cube. A decent curve filler, interacts with artifact and +1/+1 counters matter cards, removal, and recursion.
It would be better than a Walking Ballista if this didn't have the tap clause. As you would get a 5/5 for 5 with Sentry, instead of a 5/5 for 10 with Ballista. Especially singe you can just recur it from the graveyard which is a function that Ballista lacks.
Someone probably saw how Ballista was performing when working on GER and was like "NUH UH! NOT AGAIN!".
Oh sweet, we can still go infinite with Arcane Adaptation! The only problem is that I don't recall if there is anything that still lets someone drain life for creatures going to the graveyard.

Not great, but not actually bad either. Rubbish for prerelease, probably pretty dec as a build around.
