MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
I never really followed the story or flavor of Ravnica beyond what I saw on the cards, but it was always my understanding that Azorius was like Congress while Boros was like the police. So this doesn't really seem out of place to me.
The flavor and art are great. I love the diversity this set has. It has some of the more divers arts i have seen in years. Something for everyone. Just as it should be. Bravo WotC art director!

Azorius = Lawyers and Detectives
Boros = Beat Cops and Soldiers
They don't actively get along with each other, the Azorius are stronger with their rules (no following a hunch), Boros think that's 'handicapping their ability to keep the peace' (look I know he's in there I just need to burn this door down without authorization).
Pre-RTR, Boros was law enforcement. Agrus Kos spends the entire first set catching criminals (Savra, Szadek), and the whole thing feels very film noir.
This doesn't mean Azorius didn't love them some law, the more draconian the better. In fact, all the crimes among guild elites for the whole block were orchestrated by Augustin so he could, much like his Commander deck, make sure nobody does nothing at any time. (He must be great at parties.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I like this. It deals with those annoying Arcades decks and most imposing critters have 4+ toughness anyway, so it's a 60% sweeper for the rest of the rabble.

It's probably a coordinated program between the Azorius and the Boros (which as frequent in the original block, but after the events of the first block their relationship became strained), guess they got back together on a less cordial basis.
Ironic this destroys Aurelia. (There's Boros flavor text, so even if it's not coordinated it has to be Boros-only, not Azorius-only in context already). That is, if the Azorius don't turn against the Boros next set... (we know Isperia is gone, so nothing's off the table...)

I don't care for the goofy flavor here, but the effect is potentially powerful at a low mana cost.
Boros IS the police force + military of Ravnica.

The Azorious are the government and they also have their own security forces
Basically, the Boros are beat cops and the military, the Azorious are the govt and FBI. So this could kind of be either.
