There is extra verbiage on the ability to make the ability "sensible" -- can't give the bonus to itself, can't give the bonus to a creature that already has flying, not optional -- but in limited these end up being annoying restrictions because there is always a green removal spell that cares about flying. Which means you don't have a choice but to make another attacker vulnerable in instances where that might matter.
I personally wonder if "target attacking creature gains flying" wouldn't just be the better templating in terms of forestalling corner cases
Hmm... I wonder why they added the line about "attacking creature without flying".
I guess, maybe they just wanted it to be slightly different wording to Pegasus Charger, so it wasn't an exact reprint.
Are there even Pegasus on Ravnica?
I think I'm fine with Roc Charger being uncommon considering how good Pegasus Courser effects tend to be in Limited, and with Mentor being a thing, this is probably not something you want to see too much of.
Haazda Marshal has the potential to be just plain stupid in token generating decks.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.

Fairly sure it's for MODO/arena. 99.9% of the time you are going to want to give your other guy flying, and this prevents you from misclicking and giving the courser itself flying.
