Much like "Secrets of Mausoleum", it's a Golgari card that cares about cards of the same color. You all do realize the main reason it's a cast trigger is to prevent chaining one Hatchery Spider into another, right? With seven creature cards in the yard, you'd be able to dig through up to twenty-eight cards in one go, and drop four 5/7s on the field.
Before anyone condemns it to EDH land, I think we all already raised enough better examples as to why outside of new EDH players who haven't had access to them (or are unaware of them) this would basically see very little play in the format.
Cast trigger means pretty much only Karador can utilize it, but eh at 7 (Rune-Scarred Demon mana) for one additional semi-random card that must be green I doubt Karador wants the Spider over the likes of the Demon. In mono-green this is a far, far cry from Genesis Wave, so it's not a proper copy for redundancy either.
Honestly I think pretty much only (concentrated) Spider Tribal has the space for this and as quality comes in the future this isn't exactly a card with the staying power either in the long run.
So, it gets you a free extra green permanent, and people are complaining because it's not just another creature with an ETB that can be easily abused in Roon decks? I mean it's not even that hard to build up with Survival of the Fittest or Evolutionary Leap.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
The problem is it takes 2 dimensions of setup - mana ramp and graveyard fuel - and the cast restriction means you can't fold those onto one dimension with reanimation.
It's not upsetting or anything, it's just not constructed-playable.
