So, a Dragon Mage that only applies to you and doesn't plusses. Neat.
No idea where would you want to play this though. Not super exciting for Limited, and definitely not going nowhere near Constructed.
It's for Jump Start decks - discard your fist full of jump start cards, get a whole new hand, basically have two hands now. Of course we haven't really seen a lot of jump start cards, certainly not nearly as much as we've seen of surveil cards.
It's an archetype bridge card. Chuck potentially dead jump start cards to be used when useful, get to your surveil cards for payoff and ditch mediocre creatures to fuel undergrowth in limited. Incase you get stuck off color.

This beastie looks like it came straight from Onslaught. The name at first made me expect something like Book Burning.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Red can't gain card advantage from wheels anymore, so that's why not draw 7. Red can't force opponents to discard anymore, that's why just you. I do like that it says "may", though I'm sure I can find some way to take advantage of it. Maybe not in Standard, but in other formats. (Not that that's any different from other wheels.)
Regarding advokists, Orzhov play a number of roles on Ravnica. One of them is basically the equivalent of nobility. (I mean, hell, they were part of a deck called the Aristocrats.) They're also bankers and other business class, local mafiya, and defense attorneys. (Prosecution was handled by the Boros, I'm not sure what's done now, since the white guilds were all reorganized so the Azorius could function identically to the American government with RTR.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
The Boros are martial law. Not to start any controversial discussions, but at their worst, they would effectively be the Nazi regime or Soviet Union of Ravnica, punishing offenderswithout trial, executing by way of firing squad, etc. Yeah, their actions are usually seen as more heroic because they're up against enemies like the Dimir and Rakdos, but every once in a while, that Boros brutality sneaks out. And this is all coming from a guy who likes the Boros, at least the more good-natured Boros.
