I'm not sure where the hype is coming from. Elvish Piper often felt a bit "win-more". While this does say "cast" and thus gets all the silliness of Apex of Power in standard, it's still a 5 mana 3/4 that needs to survive a turn (or whole round in Commander/Brawl) and then pay mana and tap.

Does without paying its mana cost lift the restriction on casting cards without mana costs? (Like say restore balance)?
