It's basically Centaur Healer text, but replacing "あなた" (you) with "player" snd "3" with "4". Including creature type. And really that's what you would gues from the artwork anyway, right?
So this is a Commander card, right ? It reminds me of that draft where I had picked up 5 Centaur Healers... Good ol' times. I don't get why this card is in Guilds instead of a specific Commander product though. But oh well, Resplendent Angel gets a bit of support.

Why on earth would any commander deck ever want to play this?
Should be good against mono-red wizards or goblins--gain 4 counteracts a burn spell and 3/3 is bigger than most of the creatures they will be running, except for that one guy.

The design tells its meant to be for multiplayer games, where you and your teammate both gain life. It doesn't really answer your question, but if there's a casual community somewhere that can be interested in non-competitive / fun cards & archetypes, it's the Commander one.

Ignoring the fact that WotC just released a 2HG draft set and announced a 5-player casual product, neither of which are Commander products, I feel the need to inform you that this card is what we, actual Commander players, call "unplayable trash." This card is limited jank, nothing close to what one might consider "a Commander card" if they've ever played Commander before. Maybe it gets played in standard sideboards, but I wouldn't expect even that. All I know, as someone who plays Commander, is that this card has no place in any Commander deck ever and WotC knows it.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Maybe this fits brawl multiplayer? I don't really think it fits anywhere in standard unless it's a lifegain deck.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
