Seems really good, only one more mana than murder to surveil and only 2 mana hitting a legendary creature which you wanna try to kill anyways.

Strictly better than Deadly Visit and in the same set. I don't like redundant designs like this.
At the end of the day, there was pretty much always going to be a inferior common and superior uncommon kill spell in these slots, so does it really matter if they are close enough for the uncommon is strictly better?
Wow the legend hate is real. They are really foreshadowing the guild leaders being killed IMO
But the Dimir aren't doing that, are they? That's the job of Vraska and Kaya. Dimir stand against that plan (probably because they don't like anyone else drawing the strings in the background, but hey!).
Wonder whether the Dimir are going to get to do some counter-assassination...

I suspect this might be become the premium uncommon in limited. It going to be super hard to pass this as a pick at any time in a draft.
One of the better one-for-one creature removals for Commander for sure.
I'm personally not a huge fan of one-for-one creature only removal in Commander. Normally needs to be a universal permanent removal (Beast Within, Chaos Warp, etc) or one mana costing like Swords to Plowshares, but I can legitimately see this being good enough with piggybacking Surveil 2, which is proactive to your game plan. Two mana is definitely a sweet spot, and it still can be used universally on all creatures for four mana, which is perfectly acceptable.
It's definitely going to help keep fast Commander starts in check just a little bit more, if people take to it in any numbers over the coming years, which people should if they are smart.
I don't know the Standard format that well, but I think you still want to hit Goblin Chainwhirler early with your sideboard removal, so I really don't think Cast Down is out of a job.

I don't have all the creatures for GRN yet, but in post-rotation Standard Cast Down will hit about 85% of all creatures so this spell will take care of the remaining 15% for exactly the same mana cost *and* surveil 2 for your trouble. Indestructible creatures will be exceedingly rare (only 2 have that ability inherently, another 7 either give themselves or some other creature that ability, and 3 instant spells grant the ability) so lists can trim back on Vraska's Contempt to make room for the other two spells.

That's why I said "trim" instead of "cut all copies". A lot of people are running 4 copies but I could see 2 Contempt, 2 Cast Down, then find space for a Price of Fame. We have to get through the first month of everyone playing mono-red, though.
With Fatal Push rotating out, this should easily fill some of the slots. I know I was running fewer Push in favor of Cast Down recently, and this seems like a perfect replacement to take care of everything Cast Down can't hit.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Cast Down is still the better card in Modern (my favoured format), for example. It hits so many cards (Goyf, manlands, Bob, Steel Overseer, Insectile Aberration, Primeval Titan...).
