I like it! It rewards you for playing increasingly bigger spells. And its big butt keeps it out of burn range. There are bigger finishers in green, but in a deck that likes slinging spells, he is the bees knees.

Everywhere but the stack, the CMC of split cards is the combined total of both halves. But on the stack, you only look at the half being cast.
But since this Cyclops triggers on cast, if you cast Invert, the Cyclops becomes a 1/8, since its ability will resolves first. Then Invert makes it a 8/1 with trample. That is a pretty big hit.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

If you can drop this guy and keep him alive, there's utter ridiculousness to be had with any spells that have an alternate casting cost.
In modern, off the top of my head, those are Madness, Delve, (Suspend ?), Affinity (in various shapes and forms), Convoke, Rebound, plain ole ramp into nonsense, and maybe I'm forgetting things... Phyrexian Mana? Miracles? There's probably other nonsense, too.
In Legacy things are just plain silly. Masques block alone could probably get you a block constructed deck worth of stuff which you could put good lands in, stick this guy in, and beat face with. Only thing keeping it from being playable would be the cc on this guy and the issue of keeping him alive, but if it somehow happens that this isn't a problem...

Layers exist because without them cards from Tempest and Urza's Destiny take until...right around the original Ravnica block to figure out, now that I think about it.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Ok, but how does the Cyclops interact with something like the Goblin Electromancer? Would the Electromancer making it cost less to cast effect the spells CMC for the Cyclops? Can anyone point me to a rule for clarity?
In the future, do not necro old threads and post rules questions to Rulings.
Spells have the same CMC no matter how much mana is spent to pay them except if they have X in their cost. Beseech the Queen cast for BBB has CMC 6, Lightning Bolt with its cost increased by 1 still has CMC 1, Cancel with its cost reduced by 1 still has CMC 3.
