To be fair, putting the money into the cards that see the most amount of play would be a 100% good business decision.
If a card has great artwork and ends up as garbage , it will be a massive waste of money to produce that card.
Great art is a big seller for cards, as people will prefer artwork they like and versions of cards with special artwork.
So its literally in the best interest of the business and the people to have the best possible artwork on the best possible cards ; which does not mean that the other art is "terrible" , but if you have to choose where you push more money into, its better not be the garbage material card that is "guaranteed" to not see play ever.
The biggest problem is art is subjective and on top of that, pretty sure before you even get to see the sketches, you have to decide which artist to commission for each card, so technically "pushing more money" just means "selecting a high-profile artist", which in turn goes both ways - there's no guarantee a high-profile artist would produce an absolutely "good" piece (but the chances are better) or a less prolific artist won't produce something that looks more appealing to the mass-market. Then we turn back to "art is subjective" and there's no real answer other than "Spending more money on a more prolific artist already popular would more likely yield a piece that more of the market would like and we'll commission the best cards to them, but no guarantee".
It's not like they commission several artists for a single card and then select the "best piece" for the card - that literally adds the cost of 1 more commission per artist whether they use the art or not and I'll say we would actually see the Reserved List come down before they do that, even as a consumer I can see that's literally incurring insane costs for very, very little return. Plus when you have produce over 200 cards with new art per set, they don't even have the time for these kind of decisions (the current ones are just "yes", "no" to the 1 artist in commission and some specific pointers in the art).
... Why is Wizards of the Coast ripping off One Piece? We literally just got done with an arc with a character that could pull a film strip out of peoples heads and clip the memories out.

Would it have killed them to make this 1B casting cost?
What on earth are you complaining about? Are you surprised to see not very powerful cards at common revealed? Outrage, WotC prints cards that don't look constructed playable at common! Every single ******* set revealed is like this. If you are not okay with this, maybe you shouldn't be playing this game at all. Or, at least, you'll want to stop complaining about the symptoms of the 'problem'.
Chillax. Take a deep breath. You're right, not every card needs be Thoughtseize. He's right, at that cost it's not great. It's ok to look at a card from a different angle than the person next to you. It's not ok to fly off the handle because you disagree with someone else's opinion.
It's a really bad Thoughtseize. It's what you'd expect in limited, Standard, or Pauper. Everyone else will run Thoughtseize, maybe Duress. (And Pauper has Duress as well.) Budget Commander decks might play it too, while competitive Commander decks have too many alternatives for this to ever be relevant.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
What I really like is the name. It's almost disappointing to have this be wasted on a common.

The Dimir have been doing that since Notion Thief and Trait Doctoring.
