Likely, the correct interpretation of the flavor text is that Ral knows he's working for Bolas in Project Firebug. Posit that Bolas is able to sideline Niv-Mizzet, similar but not as strongly as what he did to Jarad. In that case, Ral knows he's working for Bolas, but he doesn't know that Bolas is behind the disappearance of Niv-Mizzet. Hence, he finally has control of the guild, but he feels like he's being manipulated by Bolas.
The card itself is Limited fodder, a term I very rarely use.

It was confirmed that each of the guilds that are allied with Bolas will have a Planeswalker as their leader. The only Planeswalkers we will be getting in Guilds and Alliances will be Bolas-aligned.

Finally confirming Ral's in character. Cause Ral betraying his current Supergenius Dragon lord for another Supergenius Dragon lord seemed infinitely stupid. But if he's getting played by a proxy (Tezzy) that's alright.

Usually "5 damage" translates to "limited fodder". This applies to classic Lava Axe, which was a potential finisher, and it applies to this. I would put this as a B card, though, just because it is still removal, whereas the Axe was a C.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

The argument for Bolas being behind it is that he was behind the other disappearance--Jarad--and also that we know his plan is to replace 5 guilds with puppets. The argument for Jace being behind it is that we know Jace wants to recruit Niv-Mizzet as a physical counterweight to Bolas.
Something that is clear from the flavor text, though, is that Ral did not bargain for his guildmaster position with Bolas like Vraska did. If he did, he would know whether he was being manipulated.

this is the most plausible explanation given what we know. the dawning realization that his naivety has led him to be puppeteered.
fairly archetypical for stories involving seemingly 'good' or morally sound characters finding themselves in too deep and working for evil.
