Dovin Baan is, indeed, the only WU PW that is known and antagonistic to the Gatewatch.
Another speculation is that Tezzeret himself will lead the Azorius Senate, but he has never gotten White in his card before, and very little in his story besides 'from Esper' would give you the idea that he is in any way White.
Finally, there is the final character on the cover of the Ravnica novel. It could be a new WU PW that takes over the Azorius for Bolas and then turns on him. Similar to the expectation of Kaya and Orzhov.

So we got Ral, who is running the Izzet but MAY not know what’s going on and Vraska who runs the Golgari but from Ixalan we know Jace is withholding memories from her that can change her trajectory! Yep story is definitely shaping up with some potential betrayal.
On another note, I know some planeswalkers can be completely new but if we saw older planeswalkers next set these would be possibilities given colors of who could side with Bolas:
Azorious: I can only see Dovain Baan (seems somewhat unlikely but possible).
Gruul: Dormi Rade maybe
Orzcov: Kaya (judging by the pic on the book I feel she may side with gatewatch which I feel would make her more likely to come in the third Ravinica block).
Rakdos: in the past we got Angrath and Daretti in black and red. I don’t see it happening but Angrath would be interesting. Maybe another black and red Sarkhan?
Simic: kiora is the only blue and green. I don’t see her siding with Bolas
I don’t see a lot of options but idk maybe WOTC will surprise me. I’m guessing we will get a bunch of new planeswalkers.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

They are just killing off the guild leaders so it'll be up to the gate watch to save the day
