This is actually kind of amazing. Because it hoses the big weakness Manifesting brings.
Like, it'll be so dumb but that amazing sort of dumb. Especially with how the second effect is worded so you can, say, chump block with Opportunity, exile it, and cast it EoT.
I really love this card. My only with is that it could have been an ability on a bant commander to have a manifest commander. But this will be fun with Aminatou. Do her +1 to put a fatty onto the top of your library, then manifest it, and then during your next turn -1 to turn that 2/2 into your fatty.

Embrace the dark you call a home,
Gaze upon an empty, white throne
A legacy of lies,
A familiar disguise
Sing with me a song of conquest and fate
The black pillar cracks beneath its weight
Night breaks through the day, hard as a stone
Lost in thoughts all alone

I would've loved to see this instead of the Merfolk commander, but that sounds like a killer start to a Roon of the Hidden Realm deck.
Being able to recover good spells you accidentally manifest will make the whole manifest mechanic far more useful in decks that are not just creature heavy beatdowns and morph.
Guys, the second ability means I can basically manifest also non-creature permanents right (let's say Planeswalkers for example)? If that's so, that's the best manifest engine card ever.
After using the second ability you can cast any spell that was manifested even instant and sorceries.
I've always loved cards that have multiple types or give other cards extra types. Turning spells into creatures with ways to cast those spells, allow you to have a hand size bigger than usual while maintaining board presence.
Very cool. It creates a 2/2 and then you can essentially exile that for pseudo card draw. The neat thing is that you can do this at instant speed, so in response to removal, or blocking, etc, and then you can even cast them if they are permanents or sorceries during opponents turns, which gives it an additional layer.
Reminds me of planeswalkers a lot that tend to have a token creature ability, and also a draw ability. However enchantments are a little bit more resilient in general, but no in built ultimate.
But any card that mimics planeswalkers in some way is obviously powerful. I rate this card very highly.
[EDIT]
Oh wait it has that "Timing rules still apply", so I'm guessing if you exile it during opponents turn, you can't cast it if for example a sorcery? Can a rules person tell me? I'm guessing that line of text is to remind nubs like me.
Cool. I'm convinced this is how Manifest should have worked in the first place.
I was convinced we'd have "spell morph" in Dragons of Tarkir. Play as a 2/2 then turn into a spell for the cost. Would have worked with manifest and synergized with Prowess (which admittedly wasn't in Dragons but w/e). But maybe being able to chump with your spells then cast it proved too strong to be prevalent in limited/standard.

Correct. Sorcery speed (Planeswalkers, Enchantments, Sorcery) can't be cast on opponent's turn. You can exile during combat/upkeep/etc and cast during your own main phase later. Like a feint attack where your creature would die.

Is there any reason this doesn't cost 3UU? If all cards are powerful AND easily splashable, there's no reason not to run 4-5 color deck, is there?
This isn't an 'every blue deck' card. Having it be easy to cast in 3-4 color doesn't mean it's useful in non-instant speed decks (either lots of Flash or Orrery. Making your extra value killable by shock? Not as great as you want it unless your deck already can use it.

A Manifest commander is the thing I didn't know I wanted, but now want.

If it's not a permanent, it'll stay exiled though. So don't do that.

You can exile them in response to a board wipe/spot removal/blocking and then cast them at end of turn type thing.

It's good, but it's not insane.
A Manifest commander is the thing I didn't know I wanted, but now want.
I mean, this is only ever going to see play in Commander, so splashing has more than a minor complication
