These cards that reward you for casting your Commander a lot are so strange. Like, you literally have to cast your Commander three or more times before this becomes any better than just a Broodmate Dragon, and Broodmate Dragon isn't exactly the pinnacle of playability in Commander as is.
EDIT: I guess what I'm meaning to say here is that the hoop to cookie ratio feels way off for these Commanderstorm cards. Casting your Commander a bunch, depending upon what it is, isn't always all that easy, and even when you do, the payoff sort of stinks.
EDIT2: Didn't notice these sorts of effects always go off at least regardless of how many times you've cast your Commander.

Ah, thanks for clearing that up for me. I forgot this card always made an angel regardless. Consider my comment redacted.

Agreed, I haven't been pleased with the overall art direction they've chosen to take over the last several years. Every year it's getting more and more cartoony. That said, it is worth noting that the artist for Empyrial Storm, Mark Poole, has been illustrating cards since Alpha.

Not quite. Entreat the Angels and its cousin, Decree of Justice, can produce as many angels as you want, for a value of "how much mana can you spend". The problem with them is, well, same as this, all that hard work goes away with a single Damnation, Hurricane or Pestilence for 4, Mutilate, Cyclonic Rift, Aether Snap, etc. But the second problem is, barring infinite mana (and there are more efficient ways to kill someone with infinite mana), how high can you go? 6WW or 4WWW for two angels sounds reasonable, but each angel adds an additional 2. Unless you miracle, in which case Entreat the Angels costs xWW, which is really, really cheap by comparison. Usually decks running Entreat the Angels run a lot of library manipulation for this reason. (It's very easy to hit miracle when Vampiric Tutor, Mystical Tutor, Brainstorm, or Sylvan Library is involved.)
I guess you could argue you pay the 2 here with the Commander tax? (And it of course becomes insane when you're playing partners.)

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
