Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I'll be surprised if this doesn't find it's way into some degenerate Modern, Legacy or Vintage deck.
The issue with this in Modern is by the time you play this, your hand is already mostly empty. The card is powerful, but it does nothing the turn it comes down, unless you have a 0 mana artifact, and it isn’t really enabling anything. It’s efficient and strong overall, but there really needs to be an efficient piece to go with it for it to be really good in Modern and eternal.
This might be decent in Breya. Adding more sac fodder and being able to draw are both relevant. Cool card.

First thing I thought was "Fo shizzle my thopnizzle." Great card and I think it will see Standard play in dedicated artifact decks, especially with the new Tezz, Tezzeret, Artifice Master.

Jhoira's obnoxious? Well, I guess if you combine affinity for artifacts with her card drawing ability, I can see why you might feel that way.
She's a storm commander, dropping cheap artifacts with cost reducers like Etherium Sculptor, Foundry Inspector and Jhoira's Familiar to do things like cast top for free and build storm count/draw into combos. She's just "durdly" and punishing when you aren't playing a dedicated control deck against her. Nothing like sitting there watching them cast their top for the fourteenth time as they draw and continue to dig for a card they actually need. She's as bad as Breya most of the time, though even more focused on her combos and with less interaction.
Sai at least could be a lot more direct than Jhoira with artifact loops creating a legion of thopters to kill with instead of drawing half a deck looking a random wincon. From a more casual standpoint, he would be less likely to get focused all game than Jhoira and Breya.
