It's sort of weird to me that they are talking about how the Core Set has been reprioritized to appeal to new players and then they include obscure hosers like this and Infernal Judgment.
Sure Maro did say today that rare and mythic can have more complex/aimed at enfranchised player things, I guess that's what this is, but it seems like this would have been fine in Ixalan block, say.
If you’re in Legacy, Containment Priest is just better, though it’s W v. U. The fact it doesn’t have Flash kills it for me. Opponent will just kill it before he goes off. I think it’s better for Std, assuming we see more graveyard shennanigans post rotation

What ?
First it's not better than priest in Merfolk, and the card is def aimed at this archetype.
Second, since when Rea, Elves, or S&T have removal spells in Legacy ?

It pretty much ays like a counterspell that just counters a specific part of a spell or ability. It's a timed anti-creature effect that does not solve creatures once they are on the battlefield, but just as they are about to enter. We've seen this effect in another color before, I think, but blue is another color that fits it.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

It is much worse than it seems. You can play around it much more easily than Containment Priest and even Hallowed Moonlight, you can fake-out a vial activation and put nothing into play to make the opponent sacrifice it, and it does not stop Sneak Attack at all, at best delays it for a turn.
Why does this have to take up a rare slot? So folks are going to have some real disappointing rares pulls in their sealed. Given how many sideboard cards are taking up rare slots for some reason.

This person is right--the Sneak Attack player can activate it once, force the sac in response, then activate it one more time in response to the sac and cheat out his/her fatty anyway.

To play devil's advocate, I've seen removal such as Grim Lavamancer and Kozilek's Return in Sneak Show sideboards. Heck, Kozilek's Return can be Cunning Wished for.
Card specifies "nontoken".
