They probably figured that a Dragon deck should have an easy enough time to deal with planeswalkers, due to the nature of the tribe being big evasive creatures.
I was wondering why I didn't get any results for Upwelling when I used "empty" and I didn't get any results in the gatherer.
WotC really should keep the mana pool wording for Upwelling effects. The cards are complex enough that new players who don't get the idea of a mana pool are going to need to look up rulings on Upwelling & friends either way. Plus, they're rare, and that sort of effect doesn't get used much. Even the stack gets mentioned on a handful of cards. And make no mistake, WotC could have worded them such that they didn't mention the stack. But wording Lightning Storm's ability as "Any player may activate this ability but only while Lightning Storm is resolving" would have worked, but it also would have been needlessly vague and confusing. They should take a similar stance on the mana pool; mention it when not doing so would increase, not decrease, confusion.
When they described what cards would be affected, it was clear that Thunderbreak Regent wouldn't. That it turns out that it wasn't ... shouldn't be a surprise.
I guess the one plus side is it would have made mana burn and mana burn-like effects more easily worded. What with something like: "Whenever a player’s unspent mana becomes lost, deal 1 damage to that player for each unspent mana lost."
